Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.

The Headhunter Karriera LLC acting as the Recruitment Consultant is now recruiting for the position of the Specialist, Human Resources of MCA-Kosovo Entity.

Position Summary

Under the direct supervision of the Manager, Human Resources, the Specialist, Human Resources is responsible for the execution of recruitments, executing MCA’s human resources processes at MCA-Kosovo. The position is based in Pristina, Kosovo.

Duties and Responsibilities

  1. Examine HR requirements and requests from across MCA-Kosovo for consistency and conformity with established guidelines and alignment with the correct accounts/budget lines.
  2. Assist the HR Manager in drafting the MCA Kosovo HR manual.
  3. Execute a range of HR activities – including recruitment, preparing onboarding materials, compensation and benefits, onboarding, training, performance management – ensuring responsiveness, transparency, and consistency of service.
  4. Advise the Manager, Human Resources on provision of services identifying issues which impede delivery/consistency/conformity and recommend remedial measures to improve service delivery.
  5. Advise MCA managers and staff on guidelines, timelines, and procedures regarding the provision of HR services to build an informed basis for interactions and to support the smooth and sustained operation.
  6. Document all HR activities and issues to support audit, monitoring, and reporting to sustain the different process/services and strengthen transparency and accountability.
  7. Maintain personnel files and databank and ensure their confidentiality and security, while also ensuring availability to support staff planning, assessment, and decision-making.

Required Knowledge and Skills

  • Bachelor’s degree in Business Administration, Human Resources, Management or other related fields;
  • Minimum of five (5) years of professional experience in the delivery of human resources transactions/processes which are consistent with international standards and Kosovan labor law;
  • Fluency in English and Albanian is required.

Preferred background and work experience:

  • Fluency in another official language of Kosovo (Serbo-Croatian or other).
