Deputy Chief of Party

(Country Cooperating National-Kosovar)

Dexis Consulting Group, implementer for the USAID-funded Kosovo Commercial Justice Activity (Program), is seeking a professional to serve as Deputy Chief of Party of the Program. The Program is a multi-year initiative to reduce opportunities for corruption and encourage investment in Kosovo by helping to improve the resolution of commercial disputes and enforcement of judgements. 

The Program is organized into two Objective Areas. Objective 1 addresses resolution of commercial disputes in the courts and enforcement. This includes reform of court-based commercial litigation, training of judges and court staff, strengthening oversight and professionalism of the private enforcement agent profession, and improving the trust of businesses towards commercial justice institutions. Under Objective 2, the Program works to increase the use of alternative dispute resolution, ensure that commercial laws are in accord with European Union and international best practices, and improve public awareness of commercial dispute and enforcement mechanisms. The Program is currently scheduled for completion in February 2024 but is anticipated to receive an extension through February 2026.

As an employee of Dexis Consulting Group, the Deputy Chief of Party will work closely with Program team members in designing, planning, implementing, and reporting on activities. He/She will deal with a diverse group of local and international partner institutions, consultants, subcontractors, and experts at all levels and will ensure all are treated in a professional and courteous manner. The DCOP is expected to transition to the Chief of Party prior to completion of the Program. 

Final decision on this position will be subject to USAID approval.

Responsibilities of the DCOP

  • Support the COP in all aspects of Commercial Justice activity management;
  • Serve as Acting COP as needed; and be responsible for supporting work planning, and reporting, as well as STTA planning;
  • The DCOP will coordinate weekly program management meetings to facilitate sharing of information and collaboration on progress toward objectives, emerging opportunities, and changes in context;
  • The DCOP will also provide technical direction on Commercial Justice activity crosscutting interventions, including MEL, strategic communications, advocacy capacity building, and Commercial Justice activity internship program.
  • The DCOP will directly supervise the Strategic Communications Specialist, MEL Specialist and the Automation Development Manager.

Qualifications and Experience:

  • At least seven years professional experience working in the area of rule of law, legal policy formation and advocacy, litigation, and/or legal education support;
  • A bachelor’s degree, or equivalent, is required, preferably in law or a related field;
  • Five or more years of experience in similar judicial and/or legal reform projects is highly desired;
  • Prior experience as a proactive manager with strong reputation for developing excellent collaborative working relationships with counterparts, international organizations, and other donors is strongly preferred; and
  • Strong communication skills and management skills.
  • Ability to work effectively and collaboratively in a team context and as a team leader;
  • Excellent organization and planning skills;
  • Strong language skills both written and oral in English and local languages.
  • Ability to work independently with minimal supervision;
