WBROLI Project Coordinator Scope of Work
Chemonics seeks a Project Coordinator for the UK Government-funded Western Balkans Rule
of Law Initiative (WBROLI). The WBROLI Project Coordinator will report to the Project
Manager and provide projects coordination and administrative support to WBROLI
programme team, ensuring compliance with Chemonics corporate and HMG donor
requirements.
The Project Coordinator will be based in Pristina, Kosovo, but will provide support for the
programme across the Western Balkans. We are looking for individuals who are passionate
about strengthening criminal justice systems and generating long-term change, who are
detail-oriented, experienced in programme management, programme compliance, event
management, administration and are very well-organized.
WBROLI programme delivers criminal justice programming in Kosovo and Montenegro
working mostly with justice service providers as well as transparency & accountability
programming in Albania, Bosnia Herzegovina, North Macedonia, and Serbia working with
government, key judicial institutions, HMG stakeholders, and civil society.
Project Coordinators must have the right to work in Kosovo. Some regional travel across the Western Balkans may be required.
Responsibilities include:
Project Coordination Responsibilities
• Support the Project Managers and project leadership team in the design and
development of workstream-level workplans.
• Oversee the management and coordination of the programme fund and related
tracking tools in Kosovo and North Macedonia. Responsible for all documentation
related to start-up, delivery, and close-out of contracts, working closely with the
Programme Operations Coordinator.
• Ensure effective liaising between project technical staff and programme fund contract
recipients, ensuring that recipients are provided with suitable technical advice in
reporting.
• Support Project Managers in budgeting and forecasting exercises.
• Support the Project Managers in writing qualitative and quantitative country and/or
workstream-level reports in support of wider programme monitoring, evaluation and
research aims. In this context, maintain detailed and timely data records for accurate
analysis.
• Oversee the work of short-term technical advisors (e.g. in-country deployments,
reporting) to ensure efficient and high-quality deliverables.
• Other tasks as assigned.
Administrative Responsibilities
• Coordinate and support the engagement of short-term technical advisors, including
logistics and organizational support in close coordination with the Operations team.
• Coordinate and organize programme events and activities (questions related to venue
hire, invitation management, communication, and all other arrangements) in close
coordination with the Operations team.
• Support the Project Managers in maintaining strong and positive working
relationships with clients and partners, the rest of the programme team, and during
engagement with stakeholders and beneficiaries.
• Organize and schedule meetings, take meeting minutes and ensure follow up where
needed.
• Other tasks as assigned.
Qualifications
• Minimum of 5 years of relevant work experience related to design, administration,
management and monitoring of donor-funded projects and/or programmes.
• Proven experience in successful stakeholder management across a range of disciplines
in local and international contexts.
• Ability to work effectively, independently, and in a team environment with a broad
range of local and international personnel and partners.
• In-depth knowledge of Kosovo’s political, economic, social and cultural environment.
Knowledge and/or experience of the Western Balkans region will be considered an
asset.
• Equipped to navigate complex and high-pressure operating environments, working to
tight timelines.
• Good attention to detail and strong organisation and coordination skills.
• Outstanding verbal and written communication skills in English and Albanian
languages. Proficiency in other languages of the Western Balkans region will be
considered an asset.
• Working knowledge of software applications, including MS Word, MS Excel and other
project databases.
