JOB SUMMARY:
USAID’s Property Governance Activity, a five-year activity, implemented by Tetra Tech ARD, aims to improve the property rights system in Kosovo to reduce corruption, increase women’s empowerment, and improve formal property rights and investments in real property. The Activity, in partnership with the civil society, the private sector, and other local actors will contribute to advancing locally led development.
Working under the overall direction of the Chief of Party, and in coordination with the Program Management Team, the Communications and Outreach Specialist is responsible for leading the overall design, implementation, and evaluation of the PGA communications and outreach strategy and plan. This includes the development and oversight of all activity-related communications and outreach content and materials. The Specialist will be central to ensuring that the project Marking and Branding plan is implemented consistently and correctly according to ADS guidelines.
MAIN RESPONSIBILITIES AND TASKS:
- Design, with collaboration from technical staff, and oversee the development and implementation of the PGA communications and outreach strategy and detailed implementation plan in line with the knowledge management and learning strategy.
- Finalize and oversee the correct application of the PGA’s Branding and Marking Plan; compliant with USAID regulations.
- Develop communications materials in collaboration with technical staff, including toolkits, manuals, documents and other resources, that are accessible, user-friendly, timely, and tailored for target audiences and stakeholders.
- Oversee the preparation and production of USAID reports including weekly highlights, quarterly reports and annual work plans; prepare success stories and content for use in U.S. Government publications such as the USAID Facebook page, USAID Impact blog, etc.
- Develop information products based on evidence as generated by PGA project activities and the project M&E system; as needed, research and write qualitative project impact stories in collaboration with the ME & L Team.
- Develop Social Behavioral Change products in collaboration with technical staff, and work with PGA sub-contractors to finalize the products for USAID approval.
- Provide technical advice, training, and support to the project staff regarding compliance with USAID’s branding and marking requirements.
- Establish and maintain media relations with local, national, and international media outlets and manage press releases and relations in compliance with USAID policies.
- Build capacity of staff, partners, and other stakeholders to develop information products.
- Package and facilitate the translation of complex information into easy to read and easy to use formats. Pre-test all documents produced to determine whether the targeted audiences correctly receive and understand the message.
- Identify communication failures around project activities and documents and learning events and propose adaptive measures.
- Ensure the language and approach used in project documents, manuals, guidelines and toolkits are appropriate for different social and cultural contexts.
- Draft talking points, speeches, press releases, presentations, and other materials as needed by the Chief of Party.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: An advanced degree in communications, journalism, English, or related field.
WORK EXPERIENCE: A minimum of eight years work experience in the field of communications and/or journalism. Demonstrated experience developing and implementing communication strategies and plans.
SKILLS: Excellent communication skills, oral and written, in Albanian and English. Proficiency in the production of communications materials in English and Albanian. Prior USAID experience preferred.
LANGUAGES: Fluency in Albanian and English required. Fluency in Serbian is a plus.
GENERAL: Excellent analytical and organizational skills. Willing to regularly visit the project sites; Strong diplomatic and interpersonal skills; Knowledge of USAID branding and communications policies; Cultural sensitivity, integrity and ability to work with minimum supervision and under pressure.
