Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.

The Headhunter Karriera LLC acting as the Recruitment Consultant is now recruiting for the position of the Director, Environmental and Social Performance (ESP), Health and Safety (HS) of MCA-Kosovo Entity.

Position Summary

Under the direct supervision of the Deputy Executive Director for Operations, the Director, ESP and HS is responsible for providing technical leadership to MCA-Kosovo Project Directors and all stakeholders to ensure conformity with established Environmental, Social Performance and Health and Safety standards. The position is based in Prishtina, Kosovo.

Duties and Responsibilities

1. Develop and implement a strategy and work plan to integrate environmental, social, resettlement, and health and safety considerations in program development and implementation across MCA-Kosovo projects and internal operational activities in accordance with MCC policies and best practices in the areas of ESP and Health & Safety.
2. Lead the drafting of the Environmental and Social Management System, Environmental and Social Impact Assessments and Management Plans, Resettlement Action Plans and project specific Stakeholder Engagement Plans, and oversee their implementation, review, and update processes.
3. Oversee compilation and analysis of program data on ESP and Health & Safety related to Compact implementation to inform the design/adaptation of responsive program/operational activities, and inclusion in procurement documents and contracts.
4. Reconcile different approaches to ESP/Health & Safety across all programs to present a coherent approach for MCA-Kosovo.
5. Lead cross-cutting ESP/Health & Safety activities for the Compact in close collaboration with project-level ESP/H&S specialists and project technical leads.
6. Serve as the main counterpart to MCA-Kosovo Staff, MCC Staff, and other government counterparts and stakeholders on all Environmental and Social Performance issues on Compact activities.
7. Establish and implement a quality control framework to monitor and manage the environmental and social performance of each Project Manager and their projects, including addressing any milestones, gaps or challenges.

Required Knowledge and Skills

• Bachelor’s degree in Natural or Social Science, Environmental Planning, Engineering, or other related fields;
• Minimum of seven (7) years professional experience (or five (5) with a Master’s degree) in leading the integration of environmental and social impact assessment into infrastructure projects;
• Fluency in English and Albanian.

Preferred background and work experience:

• Master’s or other similar advanced degree;
• Fluency in another official language of Kosovo (Serbo-Croatian or other).
