The Enhancing Youth Employment (EYE) Project is a Swiss Agency for Development and Cooperation (SDC) project implemented by Helvetas Swiss Intercooperation and MDA. The project works to increasethe employment opportunities of young women and men going out from schools and universities by facilitating their transition from school to work. EYE seeks a Communications Officer to lead in the development and publication of communications materials, including brief write-ups and social media posts as well as longer case studies.

Communications and Learning Officer (Full time position)

Required qualifications:

  • At least 5 years of experience in communications,
  • Academic degree in communication, journalism, public relations, or a related field, or additional years of communications experience and a degree related to EYE’s technical focus,
  • Specific experience with translating conceptual ideas into concrete communication products anddeveloping communication productsfor various audiences(Kosovo youth, nationalgovernment officials and international donors) and in various formats (written publications, blogs, video, audio, websites and social media),
  • Some degree of knowledge in knowledge management and organisational learning,
  • A good understanding of workforce issuesand economic development in Kosovo,
  • Strong communication, analytical and presentation skills and abilityto network,
  • Excellent writing and editing skillsin English,
  • Good speaking, writingand editing skillsin Albanian and Serbian language (both orally and written),
  • Good knowledge of Microsoft Office,professional use of social media,and various media editing programs,
  • Good administration, organization and interpersonal skills,
  • Detail oriented, creativeand good communication skills,
  • Driving license and experience.

Main tasks and responsibilities:

  • Work closely with the EYE team in implementation of project activities to conceptualize, design and execute communications materials,
  • Support preparation and supervision of production of publicity brochures, handouts, leaflets, promotional videos, photographs, films and multimedia programmes,
  • Develop an inventoryof media outletsand professionals that can be utilized during project implementation, and facilitate contact with them when necessary,
  • Stimulate and foster a strongknowledge and learningculture within the team and project partnersand stakeholders in line with the overallproject objective,
  • Substantively and financially manage service providersthat are contracted to implementcommunications activities,
  • Provide advice for conceptualization, organization and conduct of key events
  • Work closely with Monitoring and Results Measurement team to produce infographics and other learning materials,
  • Regularly update and maintain project electronic and other communication platforms,
  • Travel to municipalities to capture success stories, good practices and/or lessons learned for dissemination through social media, website, promotional materials and to mass media when appropriate,
  • Advise in designing networking activities, events and opportunities,
  • Coordinate above activities with the communication project officers from other HELVETAS projects in Kosovo and HELVETAS Head office and regional offices in Western Balkans,
  • Assist the project management in handling media enquiries on programmatic topics and issues, talking points, press releases, media advisories, event management etc.,
  • Perform other duties as required.

The Communications and Learning Officer will be based in the HELVETAS Office in Pristina.
