The general responsibilities of Expert include:

• Conduct an in-depth analysis of the Law, focusing on Chapters V and VI (Articles 27 and 29–39) to fully understand its provisions, criteria, and procedures for strategic investments. Identify key objectives, compliance requirements, and operational mandates established by the Law for KIEA. Examine and document the relevant procedures, policies, and institutional frameworks that were in place before the enactment of the Law. Highlight differences and improvements introduced by the new legislation and the administrative instructions.
• Design clear and precise procedures and timelines for reviewing proposals, ensuring they align with Chapter VI, Articles 29-39 of the Law and international best practices.
• Develop visual process flows to illustrate the steps involved in the proposal review process, from submission to final approval or rejection.
• Include mechanisms to ensure transparency and efficiency in the review process.
• In alignment with Chapter V, Article 27 of the Law, define and elaborate on the range of services that KIEA will offer to strategic investors.
• Collaborate closely with the GOK, the OPM, KIEA, relevant working groups and other entities, as needed, to understand the practical needs and challenges faced by stakeholders. Incorporate feedback from stakeholders to ensure that the administrative instructions are both practical and aligned with the objectives of the Law.
• Ensure that the procedures and services developed are consistent with Kosovo’s national strategies, including its economic development goals and environmental sustainability commitments.
• Draft the administrative instructions in a clear and concise manner.
• Present the draft to stakeholders for review and incorporate their input to refine and finalize the document.

• A relevant university degree.

• Relevant international expertise is a must.
• Demonstrable experience in developing strategic investment procedures and services offered to strategic investors.
• Familiarity with investment laws and procedures, particularly those governing strategic investments and strategic investment services.
• Familiarity with international standards and best practices in reviewing strategic investment proposals.
• Background on strategic investment, economic policy development, or investment promotion, ideally with experience in emerging markets or developing economies.
• Experience working with or supporting the public sector and working with government agencies, preferably in an advisory, legal, or regulatory.
• Capacity for strategic engagement and generating stakeholder buy-in.
• Excellent written and oral communications skills required.
• Fluency in English required.

DT Global anticipates issuing a fixed-price contract. The selected consultant or company will be remunerated based on the submission and approval of the key deliverables outlined above.
