Terms of Reference for Documentary Production Services
- Background:
Solidar Suisse SEE (hereafter referred to as Solidar Suisse SEE) is a Swiss non-governmental organization working in the
Southeast Europe region. Solidar Suisse SEE is implementing the ProSkills2 project, a four- year initiative aimed at enhancing vocational education and training (VET) in Kosovo. The project is implemented in partnership with local authorities, vocational schools, businesses, and other stakeholders.
2. Objective:
Solidar Suisse SEE is seeking a qualified company to produce a documentary film highlighting the achievements and impact of the ProSkills2 project. The hired company should produce a 5-minute documentary showcasing the success stories of 6 students from 6 target schools involved in the ProSkills2 project over the past 4 years. Each student's story should highlight the impact of the project on their vocational education and career prospects. The documentary should include a voiceover presenting the achievements of the ProSkills2 project and its contribution to improving vocational education in Kosovo.
3. Scope of Work:
The selected company will be responsible for the following tasks:
- Concept development: Develop a creative concept for the documentary that effectively communicates the objectives and impact of the ProSkills2 project.
- Filming: Conduct interviews and film footage at various project locations(Peja, Klina, Istog and Fush Kosova),
including schools, businesses, and relevant stakeholders. - Editing: Edit the footage into a compelling documentary that is no longer than 5 to 7 minutes in duration.
- Graphics and animations: Incorporate graphics and animations to enhance the visual appeal of the documentary.
- Voiceover: Provide a professional voice over in the local language or English, with subtitles if necessary.
- Music: Select appropriate background music to complement the visuals and enhance the overall impact of the documentary.
- Review and feedback: Incorporate feedback from Solidar Suisse SEE and other stakeholders to ensure the final documentary meets the project's objectives.

4. Deliverables:
The following deliverables are expected from the selected company:
- A detailed concept proposal outlining the creative approach, filming locations, and interview subjects.
- Raw footage of all interviews and filming sessions.
- A draft version of the documentary for review and feedback.
- The final edited documentary in high-quality format suitable for online and offline distribution.
5. Timeline:
The production timeline for the documentary is as follows:
- Concept development: 1 week
- Filming: 2 weeks
- Editing and post-production: 3 weeks
- Review and feedback: 1 week
- Final delivery: 1 week
6. Budget:
The budget for the documentary production should include all costs associated with concept development, filming, editing, graphics, animations, voiceover, music, and other related expenses. The budget should be submitted in the
proposal.
7. Evaluation Criteria:
Proposals will be evaluated based on the company's experience, technical expertise, proposed methodology, and cost-effectiveness.
The selected company will be required to sign a contract outlining the terms and conditions of the engagement, including deliverables, timelines, and payment terms.
8. Submission of Proposals:

Proposals should include a detailed concept proposal, budget breakdown, company profile, and any relevant portfolio or references.
9. Selection Process:
The selection of the company will be based on the evaluation criteria mentioned above. Shortlisted companies will be invited for an interview or presentation to further discuss their proposal.
