Driver / Logistics Assistant

Position: Driver / Logistics Assistant (CCN)

Position Type: Cooperating Country National (Kosovo citizen or lawfully admitted permanent resident)

Period of Assignment: Long-term, full-time

Reports to: Operations and Finance Director (OFD)

Location: Pristina, with travel to other locations, as needed.

Chemonics is implementing the USAID-funded Kosovo Economic Governance Activity (USAID KEGA), a 5-year Activity that started in April 2019 and will end in March 2024, to reduce public perception of and opportunities for economic corruption through improvement of economic governance, thereby encouraging investment in Kosovo’s economy. This result will be achieved through three main objectives:

  1. Business Environment Improvement;
  2. Strengthened Public Financial Management; and,
  3. Enhanced Strategic Communications.

POSITION DESCRIPTION

The Driver / Logistics Assistant is responsible for transportation services for the Activity staff in accordance with the rules and standards for safety and quality. In addition to his/her main duty as a driver, he/she will also assist the Activity with various logistical tasks as defined by the Operations and Finance Director (OFD) or person delegated by the OFD.

The Driver / Logistics Assistant shall always adhere to and act according to Chemonics’ Professional Code of Ethics (“Living Our Values”).

SPECIFIC TASKS AND RESPONSIBILITIES

Specific tasks of the Driver / Logistics Assistant include, but are not limited to:

Transportation:

  • Transport Activity staff and visitors to and from project activities as required, ensuring safety of passengers while in transit. This applies only to authorized passengers;
  • Ensure that the assigned vehicle(s) is used for official Activity purposes only;
  • Follow and abide by traffic rules, regulations, driver safety, and other government and Activity safety instructions;
  • Transport Activity equipment, and perform all Activity deliveries and pick-ups as required;
  • Ensure that all required documentation of assigned vehicle(s) are in order and meet government requirements. Maintain a Travel Logbook recording all travel, including time, locations, mileage, and purpose of travel, or other relevant details as required. Organize own files both manually and electronically;
  • Monitor the technical condition of assigned vehicle(s), including oil, battery, tires, radiator, brake fluid, wipers, lights, signals, etc., ensuring that assigned vehicle is in good condition and that the interior is always kept clean at least once per week;
  • Initiate and supervise required maintenance as needed with OFD’s approval;
  • In line with the legislation, the drivers of any vehicle must not use a handheld mobile phone or similar hand-held device whilst in control of the vehicle.

Logistics:

  • Prepare and coordinate equipment requirements for Activity staff for a meeting and/or training, ensuring that meeting rooms are set up with the required materials and supplies;
  • On weekly basis ensure the list of required office supplies, including notebooks, folders, binder clips, pens, etc., as well as water, tea, coffee, etc., purchased and distributed among Activity staff. Creating stock list and updated information. Ensuring that the storage is kept in order and has sufficient space for incoming equipment;
  • Other tasks as directed by the OFD or the person delegated by the OFD, e.g., photocopying and scanning project documents, fielding telephone calls, receiving and directing visitors, assisting with other administrative tasks as needed;
  • Under the management of the OFD or person delegated by the OFD, ensuring accuracy of all inventories semi-annually, including ensuring that all items are properly numbered and tagged, ensuring distribution of equipment among project staff, and dispose of unserviceable or damage items.

REQUIRED QUALIFICATIONS

  1. Experience – Valid driver’s license required with a minimum of 5 years driving experience; Demonstrated skills in vehicle maintenance; Good driving record and understanding of vehicle mechanics required; Experience working with international donor programs preferred.
  2. Education - Secondary education required.
  3. Language skills – Good knowledge of English (spoken and written) and of Albanian and/or Serbian language.
  4. Interpersonal Skills – Strong interpersonal skills and ability to work with local and expatriate staff members, as well as with project stakeholders and donors.
  5. Self-Motivation and Guidance – Strong individual initiative and demonstrated ability to work with minimal supervision. Availability for overtime work and field travel required.
