Chemonics is implementing the USAID-funded Kosovo e-Governance Activity is a 5-year, $10 million project that started in August 2023 and will end in August 2028, whose purpose is to address long-standing challenges related to poor digital service delivery and ineffective management of digital government systems by the Government of Kosovo through three main activity objectives:
- Institutional roles and governance processes are clear, actionable, and implemented.
- Key institutions have the technical expertise and program management skills to develop, manage, and deliver digital government platforms and services.
- External feedback and oversight mechanisms on digital priorities and service delivery are established and used.
Position Description:
The ICT / e-Government Reform Specialist will work as part of the Objective 1 team to develop and implement an overarching e-Government strategy for the national digital government ecosystem, develop coordination mechanisms for ministries and agencies responsible for implementing digital government initiatives, and adopt processes, standards, and governance for AIS’s core IT systems.
Principal Duties and Responsibilities:
- The ICT / e-Government Reform Specialist implements Objective 1 activities under the supervision of the Objective 1 Lead.
- Provide technical expertise to the GoK in developing clear ICT governance structures and procedures to support implementation of the e-Government strategy.
- Support and advise GoK in developing ICT policies and practices on data management and necessary mechanisms to implement them.
- Provide technical expertise for the development of e-Services and electronic registers.
- Research and write comparative reports on issues specifically related to e-Governance
- Provide technical expertise on issues related to data governance and management, interoperability, data exchange and APIs. Responsible for contributing to work planning and periodic reports and deliverables such as weekly, monthly newsletter, quarterly, and annual reports.
- Perform other duties as required or assigned.
Qualifications:
- University degree in information technology, computer science, management of information systems, cybersecurity or related fields.
- Five years of relevant professional and progressively responsible experience in the field of ICT and/or digital governance.
- Experience working on programs funded by international donors preferred or a similar role in private sector organizations.
- Strong understanding of IT Service management frameworks (e.g., ITIL, ISO 20000, COBIT, etc.) and e-Governance systems.
- Strong understanding from end-to-end of the software development lifecycle, including continuous integration and continuous delivery/deployment (CI/CD) - preferably having previous experience in the role of Product Owner or Product Manager.
- Knowledge of Kosovo's e-Government Strategy and related legislation is highly desirable.
- Ability to create and maintain effective working relations with senior government personnel and executive bodies, U.S. and foreign government organizations, and collaborating partners.
- Ability to effectively manage aspects of project implementation with strong organizational and prioritization skills.
- Excellent communication, writing, and interpersonal skills.
- Proficient written and oral English is required.
