Call for expressions of interest

The project Green and Sustainable Communities – Integrated Waste Management and Circular Economy
(Kosovo4Green) financed by the German Federal Ministry for Economic Cooperation
and Development, and implemented by GIZ, supports central government and municipalities in their ongoing efforts to modernize waste management and introduce circular waste management approaches in line with the Kosovo Integrated Waste Management Strategy (KIWMS) 2021-2030 and its two-year Action Plan.

Kosovo, as a potential EU candidate country, falls under the Instrument for Pre-Accession Assistance, focusing on environmental protection, climate change resilience, and circular economy development.
The waste sector in Kosovo faces various issues, including inadequate infrastructure, limited financial resources, and a lack of expertise in implementing EU waste management standards. The overall objective of the project is to accelerate the shift towards a circular economy in Kosovo by introducing integrated waste management aligned with EU policies and the Kosovo Integrated Waste Management Strategy. While primarily focused on municipal responsibilities, the project works directly with Kosovo’s Ministry of Local Government Administration (MLGA), Ministry of Environment, Spatial Planning and Infrastructure (MESPI), 38 municipalities, the Association of Kosovo Municipalities (AKM), commercial operators, and other organizations involved in waste management.

The Kosovo Integrated Waste Management Strategy (hereinafter: the Strategy) provides an approach towards a transition to circular economy, while protecting the public health and reducing environmental impact from waste. The Strategy addresses current shortfalls and constraints in the waste management sector in Kosovo by providing a set of strategic and specific objectives. Such objectives include the development of integrated waste management regional plans, capacity development plan for the entire sector as well as maturation of several projects in the Dukagjini region. The expected role of the consultancy is to support the project or the team during the implementation of the mentioned objectives, through meetings, coordination, data collection and presentation, organization of workshops and conferences.

The checklist below provides further information about the conditions and expectations of the GIZ project. Based on responses to this call expression of interest, GIZ will pre-qualify companies that in turn will receive a Request for Information (RFI) to submit their offers with detailed specifications. Response to the RFI does not necessarily imply that the companys will receive the GIZ's “Request to support implementation of IIWMP, Capacity Building and Project Maturation activities with the municipalities from the Dukagjini, Mitrovica, Ferizaj and Gjilan regions’’.

REQUEST FOR INFORMATION

  1. Proof of company legal status (registration and/or certification documentation, status), company’s details (name, postal address), date of incorporation within their initial response.
  2. Average annual turnover for the last three fiscal years, at least 50,000 Euros/annually. Confirmation from the Tax Administration of Kosova is required.
  3. Companies should submit at least three (3) references that prove experience in providing similar services to Kosovo municipalities, such as:
    a) One (1) reference in supporting the enhancement or revision of municipal waste plans with activities and coordination meetings
    b) One (1) reference in collecting and verifying data from municipalities for the reporting period to the respective agency in the ministry
    c) One (1) reference in supporting Kosovo municipalities in similar tasks in the last three years

Interested companies are invited to submit their electronic application in English language. The deadline for submitting the application is 19.04.2024 until 15:00h, via email at: [email protected], titled/labelled as 83462454 – Supporting implementation of Integrated Intermunicipal Waste Management Plan, capacity building and project maturation activities with the municipalities from the Dukagjini, Mitrovica, Ferizaj and Gjilan regions.

  • Expression of interest and documents must be submitted in pdf format.
  • The size of emails for quotation is limited to 20 MB. In case the quotations exceed the maximum data size, quotation documents must be sent via filetransfer.giz.de .
  • You should use the reference number 83462454, otherwise we cannot consider your offer.

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during
the tender procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision.

The tender dossier will be sent only to short-listed service providers.
