Chemonics International, a leading international development organization based in Washington, D.C., seeks an Operations and Finance Director for the U.S. Agency for International Development (USAID)-funded Kosovo e-Governance Activity. The purpose of this Activity is to address long-standing challenges related to poor digital service delivery and ineffective management of digital government systems by the Government of Kosovo, by clarifying institutional roles and processes, strengthening institutional capacity to deliver services, and engaging civil society and the private sector. The activity will set a direction that will accelerate the transformation into an agile digital government, which ensures that Kosovans receive high-quality, efficient, and accessible government services. Responsibilities:
- Oversee operations for all project activities and offices, including procurement, grants, logistics, human resources, accounting and finance, and records
- Manage the contract budget and prepare financial reports for submission to USAID
- Ensure that expended funds comply with U.S. government regulations and policies
- Ensure compliance with Kosovan law in operational and financial management
- Liaise with local entities such as project bank, tax registration and local business authorities, and ensure registrations and certifications are up to date and compliant
- Support and oversee recruitment processes in compliance with Chemonics established procedures
- Manage all onboarding processes to ensure new hires are provided with adequate training and orientation regarding the project and relevant Chemonics policies
- Enact fraud mitigation practices and ensure that the systems and processes are in place to effectively support award implementation
- Identify gaps in operational procedures and bottlenecks that hinder program implementation in the field and outcome achievement, and recommend solutions
- Ensure the completion of all technical and financial reporting for program donors in a timely and accurate manner
- Provide the chief of party with effective and ongoing reporting on all matters relevant to the efficient management of finances and operations
Qualifications:
- Bachelor’s degree in business administration, economics or other relevant field; masters preferred
- At least five years of experience in financial management for projects of similar size and complexity
- Knowledge of the operating environment, financial, and employment regulations in Kosovo
- Demonstrated ability to work productively within a team
- Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities
- Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively
- Proficiency in written and oral English
