Climate Change Advisor
Green Agenda for Western Balkans
The overall purpose of the post
The Climate Change Advisor will be in charge of implementing output 4 of the project which aims to strengthen the interministerial coordination of the Government of Kosovo in line with the Climate Change Act. The advisor will also work on strengthening the capacities of the Office of the Prime Minister for ensuring the coordination, monitoring, and reporting for implementing the action plan for the Green Agenda for the Western Balkans.
Main tasks and responsibilities:
The Climate Change Advisor will be responsible for:
- Strengthening the capacities of the Office of the Prime Minister (OPM) for ensuring the coordination, monitoring, and reporting for implementing the action plan for the Green Agenda for the Western Balkans (GAWB),
- Analysing the current state of play of the implementation progress for the GAWB and defining a set of criteria to measure the progress for each pillar of its Action Plan,
- Conducting need assessment and defining priorities and shortcomings in the implementation of GAWB, including reporting and monitoring,
- After developing an online platform, define the methodology for reporting and monitoring as well as keeping track of the processes concerning the implementation of the Green Agenda for the Western Balkans,
- Advising and supporting OPM and relevant line ministries on strengthening the monitoring and reporting for the implementation progress,
- Performing other duties and tasks as requested.
Required qualifications, competencies and experience
Qualifications
- Bachelor´s or Master´s degree in the field of economics or international relations.
Professional experience
- At least five years of professional experience in the field of EU integration, regional cooperation, economic integration and inter-institutional coordination,
- At least five years of professional experience in the field of writing reports, conducting research, and data gathering,
- At least three years of professional experience in the field of organisational development and management in the public sector, in particular at the central government level.
Other knowledge, additional competences
- Strong coordinating skills and ability to work with multiple stakeholders Very good working knowledge of general IT and communication technologies as well as computer applications (e.g. MS Office, MS Teams),
- Excellent command of English; German is an added value,
- Excellent representation and communication skills,
- Excellent organizational and time management skills.
