Dear Applicants,

Prospero project in Kosovo directly targets key drivers of recruitment and radicalization by addressing critical local concerns:

• Inter-ethnic Tensions and Normalization: By focusing on cultivating inclusive school environments and strengthening the education system, the program directly tackles the normalization of such tensions.
• Economic Factors and Poverty: By empowering individuals socioeconomically, the program helps counter the appeal of extremism by offering viable alternatives and pathways to prosperity.
• Local Empowerment and Capacity Building: The program's focus on strengthening the capabilities of local community-based entities aligns with Kosovo's decentralization process. This approach empowers local stakeholders to take ownership of interventions and tailor them to the specific needs of their communities.

CDF is looking to hire a company in order to conduct Baseline Evaluation for the Prospero Programme.

The scope of work comprises the following main deliverables:

The baseline assessment will offer data on the situation before deliverance of our planned program interventions, serving as a reference point for assessing progress or making comparisons. The baseline will capture the current state and will guide us in potential revision and adjustment of activities, indicators, or targets as needed, furthermore, these findings will validate the relevance of the intervention and help clarify the expected outcomes.

The company must employ a mixed-methods approach, incorporating a quantitative survey (the data collection process has already been completed by CDF; the contracted company should only handle data entry, interpretation, and analysis), qualitative focus group discussions with beneficiary groups.

The company must complete all work and hand over all required deliverables within 20 calendar days.
