Title:

Climate Resilience Specialist

Reports to:

JOB SUMMARY:

The USAID Kosovo Adapt Activity is a five-year initiative aimed at increasing awareness and demand for climate-smart initiatives in both the public and private sectors. Our goal is to enhance Kosovo's capacity to adopt and implement policies and technologies that support climate change mitigation and adaptation, fostering a resilient environment and economic sustainability.

Working under the overall direction of the Deputy Chief of Party (DCOP) and in collaboration with other project technical staff, the Climate Resilience Specialist will provide technical oversight and coordinate activities related to the development and implementation of climate-smart initiatives and incentives to advance progress within these themes: sustainable cities, green construction, sustainable transport, and water management.

MAIN RESPONSIBILITIES AND TASKS:

The responsibilities include, but are not limited to, the following tasks:

  • Engage with key stakeholders, and review relevant reports and strategies, to identify and co-develop and/or facilitate implementation of the most impactful opportunities (climate-smart initiatives, new technologies, best practices, and incentives) for climate change adaptation and mitigation within the targeted themes.
  • Contribute to the design and implementation of the Climate Innovation Fund (CIF) calls for applications. Participate as a member of the grant review committees for the Climate Innovation Fund (CIF), offering technical expertise throughout the review process, negotiations, and implementation stages. This includes assessing the technical feasibility of proposed grant activities and expected outcomes.
  • Under the guidance of the DCOP, provide technical/programmatic oversight of selected grant-funded and other activities (such as climate-smart initiatives and incentives) to maximize their impact in contributing to climate change mitigation and adaptation goals.
  • In cooperation with the Private Sector Community Engagement and Outreach Specialist, identify smart initiatives that will contribute to sustainable/green cities, green construction, sustainable transport, and improved water management.
  • Coordinate actions with the Climate and Policy Specialist and the Local Governance Specialist to identify, develop, propose, adopt, and implement climate-smart incentive mechanisms within the targeted themes.
  • Provide technical support, as needed, to the Climate and Policy Specialist and the Local Governance Specialist of the Adapt Activity to advance the development of policies, strategies, regulations, and standards within the targeted themes.
  • With guidance from the Environmental Compliance Consultant, help ensure that USAID Kosovo Adapt Activities comply with the Initial Environmental Examination (IEE) for the Activity.
  • Assist the MEL Specialist in data collection, verification, framework reporting, and other similar duties.
  • Provide technical inputs to the Communications Specialist to create outreach materials (brochures, presentations, vignettes, case studies) for reports, social and traditional media, workshops, competitions, and festivals, to communicate climate risks and adaptation strategies to diverse audiences, with an emphasis on the private sector.

QUALIFICATIONS, SKILLS, EXPERIENCE

The Specialist is expected to have the following skills and experience:

  • A minimum of 7 years of experience in climate change adaptation and mitigation, focusing on at least two of the following areas: sustainable cities, green construction, sustainable transport, and water management, is required.
  • Excellent networks and successful working relationships with relevant stakeholders including relevant international and Kosovo organizations working on topics related to sustainable/green cities, green construction, sustainable urban mobility, and water management.
  • At least a bachelor’s degree in a relevant field (such as urban planning, sustainable development, or similar). Advanced degree preferred.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Fluency in English and Albanian. Knowledge of Serbian is advantageous.

GENERAL: Tactfulness, Enthusiasm for the job. Good Human Relations skills, integrity, and ability to work under pressure.
