I. GENERAL INFORMATION

The Kosovo Credit Guarantee Fund (KCGF) is an independent legal entity established under Law No. 05/L-057 on the Establishment of the Kosovo Credit Guarantee Fund, amended and supplemented by Law no.08/L-138.

KCGF was created to assist in meeting the need for increased access to finance for micro, small and medium enterprises (MSMEs) in Kosovo, with the aim of creating jobs, increasing domestic production and value-added services, improving the trade balance and expanding financing opportunities for MSMEs.

All questions related to the content of this Request for Proposals must be submitted to the email address indicated above by the deadline indicated above. After the deadline for receiving questions, a document containing all anonymized questions, along with KCGF’s responses will be sent to all proposers at their specified email addresses in the email for the RFP request and which should be indicated inside the technical part of their proposal. Questions via telephone will not be accepted and will not receive a response.

No information in this Request for Proposals constitutes a formal bid to contract for the purchase of goods and the publication of this Request for Proposals does not oblige KCGF to proceed with the selection of any proposer.

KCGF reserves the right to reject any or all proposals if they are considered technically or financially non-responsive to this Request for Proposals.

KCGF is not and will not be responsible for any costs associated with preparing and submitting proposals, possible direct presentations, negotiation process or other activities related to the selection process.

II. PURPOSE OF THE REQUEST FOR PROPOSALS

The purpose of this Request for Proposals is to invite professional companies to submit a bid for the goods requested according to this RFP. The successful tenderer will be invited to negotiate a purchase contract with KCGF.

III. MANDATORY CRITERIA

Bidders must clearly demonstrate that they meet the mandatory criteria set out below or they will be excluded from further consideration during the evaluation process:

  • Copy of the business registration certificate and business information.
  • VAT certificate and tax verifications.
  • Copy of the identification of the owner(s) and authorized person(s).
  • Audited financial statements for the last two years.
  • List of prices for additional parts and services not included.
  • Offer validity should be four months (120 days) from the submission date.
  • The bidder must be authorized by the manufacturer for the sale and servicing of the vehicles offered and must possess the necessary equipment and logistics for vehicle servicing and maintenance during the warranty period or the contract duration. The bidder should provide authorization from the manufacturer for the sale of the brand offered.
  • The bidder must also provide the vehicle warranty, indicating any limitations on mileage for the engine, transmission, and electrical systems, as well as a warranty on vehicle paint, battery, and anti-corrosion protection for the body.
  • Bidders must offer warranty coverage of the vehicle’s for no less than (5) years.
  • Regular service should be performed based on the manufacturer’s instructions and upon request by the institution's personnel responsible.
  • All spare parts and materials used during servicing must be original and in accordance with European standards.
  • The selected company must respond to the institution within 24 hours for vehicle servicing/repairs.
  • For electric vehicles, in the event of failure to start due to battery depletion, jump-start assistance must be provided free of charge throughout Kosovo.
  • The bidder must assure the institution that GPS devices can be installed in the electric vehicles they offer.
  • The selected company must arrange for vehicle transportation to their service center in case of malfunction (inability to operate), with no additional cost to the institution.
  • Vehicles must be comfortable and economical.
  • Bidders must note that all vehicles offered must be white.
  • The winning company is obliged to keep spare parts in stock for all vehicles throughout the warranty period to ensure urgent repairs and replacement of damaged parts are conducted as quickly as possible.
  • The winning company must take particular care of the institution’s vehicles, providing fast and professional servicing/repairs.
  • Bidders must accurately specify the delivery time of the vehicles.
  • Bidders must also provide regular service for vehicles up to 100,000 km.
  • The bidder may attach additional documents that they believe would better clarify their offer. The bidder is preferably certified with ISO 14001 or ISO 9001 standards or another similar international standard for sustainable environmental and social development practices, considering significant environmental issues in their operations.
  • If the batteries are depleted during the institution’s usage cycle, they should be replaceable with new ones, and the old batteries should be sent for recycling by authorized service centers.
  • The winning company shall perform all tasks included in the contract in accordance with the decisions, instructions, and requirements provided by the institution’s representatives.

IV. REQUESTED GOODS

Minimum Required Specifications for Electric Vehicle:.

  • The warranty for non-consumable parts must be at least 5 years.
  • Minimum range (single charge autonomy) must be at least 300 km according to WLTP[1]
  • Front seats must be adjustable for all options (including height).
  • Electrically adjustable, foldable, and heated side mirrors.
  • Charging capacity should be AC/DC, supporting Fast Charger CCS2.
  • Minimum battery capacity must be 45-50 kWh.
  • Vehicles must have a rear camera and 360-degree sensors.
  • Parking sensors and warning signals for obstacles at the front and rear (“Park Distance Control”).
  • Autonomous emergency braking (“Front Assist”) with pedestrian and cyclist monitoring.
  • Lane-keeping system (“Lane Assist”).
  • First aid kit, warning triangle, and safety vest.
  • Tire pressure monitoring system.
  • Vehicles must have 5 doors and 5 seats.
  • Vehicles must have a minimum trunk capacity of 500L.
  • Vehicle color can vary.
  • Vehicles should be equipped with aluminum wheels (alloy wheels).
  • Delivery time from the date of the contract signing should be a maximum of 90 calendar days.
  • The provision for vehicle testing is mandatory.
  • Vehicle design must be electric “by design” (EV-Electric Vehicle platform).
  • Engine power: ≥ 100KW, vehicles must be new (00 km).
  • The vehicle must be equipped with front and side airbags for the driver and passengers, ABS, ESP, EBA, and EBD.

V. CONTENT OF THE PROPOSAL

The proposal can be submitted in Albanian, Serbian, or English languages and consists of two (2) parts, Technical Part and Financial Part. The Technical Part and Financial Part must be signed by an authorized representative of the company and placed in separate envelopes in which it should be clearly marked whether it is the Technical Part or Financial Part.

The two envelopes shall be then placed in a larger packaging or envelope in which the following information is noted:

The proposal shall be submitted only in hard copies at the address indicated on the first page of this Request for Proposals.

The proposal must be submitted at the specified location before the deadline.

VI. TECHNICAL PART

The purpose of the technical proposal is to demonstrate and prove the representations and licenses that the company possesses, the rights or competencies and the capacity of the companies that will offer goods in accordance with this Request for Proposals for Goods (RFP).

VII. FINANCIAL PART

The cost proposal must be quoted with VAT (Value Added Tax).

The cost proposal must include all goods according to the requirements specified in this RFP.

Evaluation method

The submitted proposals will be reviewed and evaluated by a commission composed of KCGF representatives. Proposals will first be evaluated to ensure that the company has the necessary licenses or the right to provide goods as requested.

Contract awarding will be based on the “most favorable price” principle.

  • Bidders who are not selected in the first phase have the right to appeal within 7 working days from the date of notification of the respective selection phase results.
