About the position:

Dexis, implementer for the USAID-funded Kosovo Commercial Justice Activity (Program), is seeking a professional to serve as Chief of Party (COP) of the Program. The Program is a multi-year initiative to reduce opportunities for corruption and encourage investment in Kosovo by helping to improve the resolution of commercial disputes and enforcement of judgements. The selected candidate will serve as COP for the final year of the Program.

The Program is organized into two Objective Areas. Objective 1 addresses resolution of commercial disputes by the courts and judgment enforcement. This includes commercial litigation and legal framework reform, training of judges and court staff, strengthening the oversight and professionalism of private enforcement agents, and improving businesses’ trust in commercial justice institutions. Objective 2 focuses on increasing the use of alternative dispute resolution, ensuring commercial laws are in accord with European Union and international best practices, and improving public awareness of commercial dispute and enforcement mechanisms.

As an employee of Dexis, the Chief of Party will work closely with Program team members in designing, planning, implementing, and reporting on activities. He/She will deal with a diverse group of local and international partner institutions, consultants, subcontractors, and experts at all levels and will ensure all are treated in a professional and courteous manner.

The COP is a key position of Program, and the final hiring decision on this position will be subject to USAID approval.

Responsibilities of the COP:

  • Direct the program’s implementation in close coordination with USAID and by utilizing result-oriented and adaptive performance management.
  • Manage relationships with key counterparts.
  • Supervise technical assistance and support teams (including short-term experts).
  • Provide technical direction to subcontractors.
  • Engage with other donors and U.S. Government contractors.
  • Keep USAID fully informed of implementation progress and problems.
  • Together with the Dexis home office, ensure compliance with monitoring, reporting, and other contractual requirements, including close-out of the Program.
  • Supervise all key personnel (Deputy Chief of Party (DCOP), Leader of Objective 1 and Leader of Objective 2) and the Director of Operations.

Qualifications and Experience:

  • At least ten years of professional experience working in the area of rule of law, legal policy formation and advocacy, litigation, and/or legal education support.
  • A bachelor’s degree, or equivalent, is required, preferably in law or a related field.
  • Seven or more years of experience in similar judicial and/or legal reform projects is highly desired.
  • Experience with the development of work plans and the preparation of regular program reports.
  • Prior experience as a proactive manager with a strong reputation for developing excellent collaborative working relationships with counterparts, international organizations, and other donors is strongly preferred; and
  • Strong communication skills and management skills
  • Ability to work effectively and collaboratively in a team context and as a team leader.
  • Excellent organization and planning skills.
  • Strong language skills both written and oral in English and local languages.
  • Ability to work independently with minimal supervision.
