CALL FOR PROPOSALS - Consultancy for Mapping and Needs Assessment

The Centre for Education and Development of Environment (CEDE), on behalf of the Swedish Environmental Protection Agency (SwEPA) and the Kosovo Environmental Protection Agency (KEPA), invites qualified consultants, research organizations, NGOs, and specialized agencies to submit proposals for the Mapping and Needs Assessment.

This consultancy is implemented within the framework of the Sida-financed project “Continued Cooperation between SwEPA and KEPA – Capacity Building on Nature Protection and Environmental Data Use” and aims to support evidence-based planning for future digital environmental platforms and national park websites in Kosovo.

The assignment is divided into two (2) independent Lots, which may be applied for and awarded separately:

• Lot 1: Mapping visualization and data-sharing needs of providers and users of the Environmental Data Platform
• Lot 2: Mapping of key stakeholders and their needs for the development of the National Park Website
  

Applicants may apply for one Lot only or for both Lots.

Applicants applying for both Lots must submit two (2) separate applications, each consisting of a separate Technical Proposal and a separate Financial Proposal.
Each application will be evaluated independently per Lot.

Purpose of the Consultancy

The purpose of this consultancy is to identify current needs, challenges, and expectations related to:

• Environmental data visualization and data sharing;
• Stakeholder and user needs for the development of a future National Park Website linked to the KEPA website.

The assignment is analytical and preparatory in nature and does not include software development, system programming, or website design.

Applicants must demonstrate relevant experience in mapping and needs assessments, stakeholder engagement, and analytical reporting, as further detailed in the Terms of Reference.
