DT Global was recently awarded the 5-year USAID funded-Investment Promotion and Access to Finance Activity in Kosovo. This program aims to strengthen the private sector’s capacity to deliver sustainable economic growth through two mutually re-enforcing objectives: 1) investment promotion and attraction; and 2) increased access and utilization of diversified finance. DT Global will apply a market systems development (MSD) approach to attract greater investment and increase access to finance in Kosovo. By achieving these two objectives, the Activity will strengthen the resiliency of the private sector, create productive jobs, increase exports, and enable firms to adopt new technologies and business practices.
Position Summary:
The Monitoring Evaluation and Learning (MEL) and Collaborating Learning and Adapting (CLA) Director reports to the COP and guides the CLA process for adaptive management throughout the life of the project. The MEL and CLA Director will ensure project staff are properly trained on the corresponding M&E procedures and standards and reporting requirements (as applicable), regularly review their work to build their capacity, provide quality control, and will lead key MEL activities. The position is responsible for managing all information related to the performance of the Activity in relation to its contractual objectives. The position will prepare and oversee the MELP and maintain the Activity’s database, where all quantitative information on stakeholders, activities and results are stored. It will also be responsible for managing the implementation of all surveys, focus groups, and researches related to project performance. The MEL and CLA Director will also facilitate any and all third-party evaluations of the Activity’s performance.
Primary Responsibilities:
- Provide overall vision, leadership and guidance of the Activity’s MEL and adaptive approach for staff.
- Oversees tracking of indicators within Activity plans; ensures adequate information is available for senior management team, and that data collection is consistent with learning needs.
- Leads all CLA activities that will inform decisions to modify, cancel, or expand specific activities.This includes supporting COP and DCOP in implementing an adaptive management style which will allow the Activity to review activities and abandon, modify, or redefine them in order to achieve the desired outcomes as part of the Activity’s CLA approach
- Facilitates adaptive management across all technical activities.
- Works directly with the team leads to plan, design, and or/manage specific CLA strategies and activities, such as supporting incorporation of technical, contextual and experiential learning into technical strategies, interventions, and processes
- Provides support, advice, and oversight on program-level monitoring and evaluation.
- Has overall responsibility for maintaining and updating the Activity’s Activity Monitoring Evaluation and Learning Plan (AMELP) and ensuring that performance indicator data collection, disaggregation, documentation, analysis, and reporting is conducted according to the approved plan.
- Is responsible for the strategic implementation of all MEL-related activities; ensures deliverables are produced on time and in accordance with established policies and procedures.
Education and Minimum Qualifications:
- Minimum education: Bachelor’s degree in a relevant field.
- Preferred education: Master’s degree in a relevant field.
- 6-10 years of experience in relevant field.
- Proficiency with software such as Microsoft Word, Excel, and Access; familiarity with statistical software (SPSS or others) is highly desired.
- Familiarity with USAID reporting requirements desired.
- Experience working with donor-funded projects.
- Excellent written and oral communications skills required.
- Fluency in English and Albanian required; knowledge of Serbian desirable.
