Deputy Chief of Party, Kosovo Youth Activity.

Description:

FHI 360 seeks a Deputy Chief of Party (COP) for an anticipated USAID Kosovo Youth Activity. The project will aim to bolster youth’s economic and civic engagement opportunities; build outreach and accountability skills of youth vulnerable to social exclusion and socio-economic inequalities and empower them to affect positive change in their communities.

Job Responsibilities:

The Deputy Chief of Party (COP) will support the Chief of Party (COP) in overseeing project implementation and will have a role in providing direct technical support to staff and partners. The DCOP will assist the COP with all responsibilities, including the development and implementation of the project’s vision, strategy, and technical direction, ensuring timely progress against schedules, achievement of deliverables, and quality of results. The DCOP will serve as the secondary institutional liaison with USAID. The DCOP will supervise and guide Objective Team Leaders (Key Personnel).

Other responsibilities will include:

  • Assist the Chief of Party with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360;
  • Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the contract;
  • Assist the Chief of Party in creating and maintaining good working relationships with USAID, Government of Kosovo counterparts, local civil organizations, private sector and other program partners;
  • Provide oversight of all technical aspects of the project, including direction to youth civic engagement, economic empowerment, skills development, and community engagement experts.
  • Apply a positive youth development (PYD) approach to working with youth; ensure that all project stakeholders apply this same approach.
  • Serve as acting Chief of Party in his/her absence;
  • Keep track of innovations within the field of youth engagement and development programming and apply innovations to project implementation.
  • Other duties as assigned.

Minimum Qualifications:

  • Master's degree (Advanced degree preferred) in international development, political science, business, or a related field.
  • Minimum of 10 years of professional experience leading international development projects, particularly in youth development, democracy and governance, workforce development and/or livelihoods, with preference given to experience in Kosovo or the Western Balkans.
  • Knowledge of USAID rules, regulations, policies, and procedures.
  • Experience strengthening youth inclusion and participation.
  • Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products.
  • Knowledge of the political, social, cultural, environmental, and development context of Kosovo preferred.
  • Demonstrated leadership, versatility, and integrity.
  • Strong written and verbal communication skills in English required; language skills in Kosovo Albanian highly preferred. Serbian language plus.
