Monitoring and Results Measurement Specialist

The Promoting Private Sector Employment (PPSE) project in Kosovo is looking for a Monitoring and Results Measurement (MRM) Specialist. This is a full-time position. PPSE is financed by the Swiss Agency for Development and Cooperation and is implemented by a consortium of Swisscontact and the Riinvest Institute. PPSE applies the Inclusive Markets/Market System Development Approach. PPSE applies a rigorous methodology on the monitoring and results measurement process, which is based on the Donor Community for Enterprise Development Standard and the Swisscontact Monitoring and Results Measurement Guidelines. PPSE started in 2013, and is currently in Phase III, which will be completed on 15 November 2025.

Duties and responsibilities of the MRM Specialist:

  • Manage all MRM related processes
  • Manage and review/update the MRM manual; define the MRM methodology and instruments to be applied, consistent with the DCED standards and Swisscontact general guidelines
  • Responsible for the implementation of the MRM system in selected sectors
  • Implement the MRM processes according to the MRM manual and guidelines in close collaboration with the Project Manager
  • Lead the sector teams in developing MRM-related documents and processes such as result chains, MRM plans, intervention plans, research/surveys
  • Lead the MRM system and ensure a fruitful cooperation with the sector teams
  • Develop the methodology and research tool for impact assessment of PPSE interventions
  • Oversee the early signs and full impact assessments of all PPSE interventions
  • Process impact assessment results, analyse and discuss the findings with the sector teams and management and provide recommendations on the sector strategies, based on monitoring results
  • Oversee the quality of all PPSE official reports (including semester and annual reports)
  • Support the design and implementation of scoping, research and studies
  • Coordinate external consultants for MRM activities
  • Responsible for quality assurance in all research and monitoring-related processes
  • Coach and continuously support sector teams for the implementation of the MRM system
  • Coach partners and co-facilitators in MRM for outsourced intervention implementation
  • Update the MRM system for knowledge management and communication to be used in developing result communication towards the public
  • Support the sectors teams to effectively integrate gender and minority, with monitoring evidence
  • Develop cost-effectiveness analysis for sectors to support management decision making

Minimum requirements

  • Master’s degree in Economics, or other relevant social sciences discipline.
  • Excellent understanding of research methods
  • Excellent analytical, writing and presentation skills
  • Ability to analyse data through established data analytics models/software
  • Professional experience in development projects (preferably in a similar position)
  • Excellent written and spoken communication skills in English and Albanian
  • Ability to travel extensively in Kosovo
  • Ability to act independently and take initiative
  • Excellent interpersonal skills/team player
  • Has excellent knowledge of market development methodologies, preferably has undertaken training on Inclusive Markets/Market System Development approach
  • Has excellent knowledge of monitoring and evaluation methodologies, preferably has undertaken training on Monitoring and Results Measurement based on DCED standards
