Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.

The Headhunter Karriera LLC acting as the Recruitment Consultant is now recruiting for the position of the Manager, Information Technology of MCA-Kosovo Entity.

Position Summary

Under the direct supervision of the Director, Administration and Finance, the Manager, Information Technology is responsible for providing technical support and leading a team of technicians in the development and maintenance of an Information Technology system to support the business applications and IT communications requirements of the MCA-Kosovo office. The position is based in Pristina, Kosovo.

Duties and Responsibilities

1. Determine the Information Technology, software and hardware requirements of MCA-Kosovo to inform planning, budget, procurement, and implementation activities.
2. Oversee provision of IT support services in the areas of software and hardware procurement and maintenance, server and network administration, IT security, file storage and backup, and other related areas and ensure these are responsive to the needs of the MCA teams.
3. Monitor and maintain secure and stable IT network, MCA-Kosovo website, and systems and ensure continuous availability.
4. Develop and update relevant system documentation, budgets, and work plans to support the use and maintenance of IT systems.
5. Advise IT staff and vendors on optimal approaches for addressing service needs and remedial measures to address issues and improve provision of service delivery.
6. Guide managers and staff on the range of IT services to strengthen the integrity of the IT infrastructure and security standards and consistency of understanding.
7. Examine delivery of IT services for conformity with MCC/MCA IT standards, consistency with best practices, and alignment to Compact needs.

Required Knowledge and Skills

• Bachelor’s degree in Computer Science, Information Systems or Information Technology, or other related fields;
• Minimum of five (5) years of professional, progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, including websites, web-based applications, database design and administration, LAN and WAN design and management, Windows domain services management, and project management;
• Fluency in English and Albanian

Preferred background and work experience:

• Experience leading IT teams and IT related projects;
• Experience with cloud-based technology (Google Applications or Microsoft Office 365).
• Experience with the engineering, design, and management of:
  • Data center infrastructure (power, cooling, etc.), network infrastructure, firewall administration, backup systems, servers, anti-virus, Windows Desktop OS and Microsoft Office.
• Experience administering and managing a windows Active Directory Domain, Windows Updates, file shares, DNS and DHCP services, and experience with Business Automation Applications and Microsoft Databases
