TERMS OF REFERENCE 

1.Background 

People in Need (PIN) is a non-governmental, non-profit organisation founded on the ideals of humanism, freedom, equality and solidarity. We consider human dignity and freedom to be fundamental values. We believe that people anywhere in the world should have the right to make decisions about their lives and share the rights expressed in the Universal Declaration of Human Rights.

PIN has been operating in the Western Balkans since 1992. In the '90s, PIN’s delivered humanitarian aid and emergency supplies to those affected by the conflicts, and supported the reconstruction of schools and health facilities in Bosnia and Herzegovina and Kosovo. PIN has remained in the region since backing the renewal and development of social and economic life.

2. Objectives and Scope of Work

The aid sector is also affected by racism and discrimination, sparking important conversations around how they can affect staff wellbeing and impact the quality of programming. Therefore, PIN is seeking expert support to design and deliver training for PIN staff in the Western Balkans to improve their ability to foster equality and respect for diversity and understand the impacts of racism, discrimination or prejudices to enable applying an intersectional lens to planning, activity implementation, engagement with beneficiaries/stakeholders, and fostering internal communication and cooperation.

The training should address the conscious and unconscious bias that can influence PIN’s work and PIN’s ability to consider a diverse range of perspectives. The training should also aim at promoting inclusive communication both internally and externally with beneficiaries, partners and stakeholders.

3. Topics to be Addressed

The training should cover the following topics, to be adjusted based on a pre-training assessment on inclusivity and diversity among staff. 

Promoting conversations on diversity: encourage open and genuine conversations in PIN about diversity, including discussions about racism, sexism and other forms of discrimination.

Power and privilege: including also anti-racism, inclusion and bias.

Inclusive communication: explore what it means, why it is important; discuss a range of strategies that can be used to promote inclusive communication; cultivate the skills to think critically about words and their meaning; demonstrate communication skills required to lead inclusive teams.

Micro-behaviours: explore the meaning and impact of micro-behaviors (positive and negative) on team culture and climate; determine and practice effective strategies to address micro-aggressions, respond when you're offended, and deploy micro-affirmations.

4. Deliverables

One-day training to be conducted for PIN Western Balkans office in Pristina.

Results and analysis of the pre-training assessment and course curriculum developed and submitted in English.

1 capacity building interactive training in the Albanian language in non-discrimination and inclusive communication conducted based on the preliminary analysis (rapid surveys) among the staff.

1 set of written recommendations prepared, delivered and presented to PIN management in English after the training on how to foster sustainable change.

5. Timeline

Training to be planned depending on availability of consultant or consulting team between November 28 and December 16, 2022. It is envisioned that the task will take no more than 7 working days.

6. Offer Procedure

b. No questions will be answered over the phone or in person. Bidders must write their questions in English.
c. Questions could be answered only until Thursday, 10th of October 2022. PIN does not guarantee that all questions will be answered.
d. Offer must remain valid for the period of 60 days from the date of closing unless withdrawn in writing before the close of tenders.
e. Offers have to be submitted to PIN at the following email address: [email protected] before the closing date and time: Thursday, 14th of October, 2022 at 15:00. Bids received after the closing date & time will not be considered.
f. Email subject line should contain the following text: Inclusive communication training – Offer “Company Name/Name of expert”.
7. Eligibility

The Service Provider must:

Be registered as legal entity in accordance with the positive laws of Kosovo, or a natural person with residence in Kosovo;

Proven experience in the field relevant to the purpose of the ToR;

Proven experience in capacity building in topics relevant to the ToR;

Fluency in the Albanian language and working knowledge of the English language.

8. Qualification and Evaluation criteria

Each bidder must meet and properly prove the following qualification criteria with relevant documentation:

Organisational/company’s/consultant’s profile (including CVs of the team leader, leading experts and/or leading field researchers).

List of similar training experience, preferably reflecting work performed with brief contents of the service (max 3 lines about each listed assignment).

Technical offer/proposal - a brief methodology of how the training will be conducted to meet the objectives detailed in this ToR.

Financial offer (lump sum quotation for all services and costs, including possible travel, accommodation and food allowance in EUR, including VAT) – free form

Signed and stamped Eligibility (Sworn) Statement – template is provided by PIN, Annex 1 of this ToR

The evaluation committee will evaluate and award the contract on the basis of the following evaluation criteria:
a. Price – 40%
b. Methodology – 40%
c. Previous experience in similar projects – 20%

9. Evaluation method (performance of evaluation criteria):

Point evaluation (weighted points) – Each evaluation criteria will obtain between 0 and 10-points, 10 points being the maximum, 0 points the minimum and the points obtained will be multiplied by criterion weight.

For price, the following formula will be used: Price A/Price B * criteria weight.

Price A = most convenient price for PIN from all submitted offers

Price B = actual price offered by the Bidder.

For each Bidder marks for all criteria are summed up to obtain Total Evaluation. Supplier with the highest sum of marks is the winner of this Procurement process.

In case of an equal number of points, the winning bid will be the one with the lowest price.
