The Integrated Health Services (IHS) project, funded by the Swiss Agency for Development and Cooperation (SDC), is supporting the implementation of the national health sector reform agenda.
The four-year project, will focus on secondary healthcare and its interlinkage with primary health care in Kosovo, ensuring qualitative, affordable, and integrated care to patients with Non-Communicable Disease conditions with a special focus on vulnerable population groups. The project is implemented by the Swiss Tropical and Public Health Institute.
The IHS project is seeking applicants for the following position:
Senior Health Expert and Deputy Team Leader
Job summary: To provide high level technical health expertise focused on streams of work on Quality Management Systems, Health Management, Referral mechanisms, NCD pathways, engagement with the private sector, etc.
Key responsibilities:
- Lead in Quality Management Systems targeting health services in a hospital setting. Apply any of the Certification systems (ISO 9001, AS9100, CMMI etc.) to achieve the following components – quality control, quality assurance, and quality improvement in relation to hospital-based services;
- Lead in referral mechanisms amongst the different levels of healthcare by applying the quality and clinical standards to be met through these levels of care;
- Lead in healthcare management by applying the following skills: acute care, analytical skills, care management, clinical experience, clinical research, etc;
- Lead in NCD pathways by applying analytical skills on the following topics: role of each category of health staff, administrative processes of clinical guidelines and protocols, evidence-based health care decisions, etc.;
- Support the health facility management board to draft, adapt, and implement quality development plans;
- Assist the establishment of multi-disciplinary working groups in charge to the development of QM tools, digital solutions referral systems, and liaise the collaboration with the project’s clients, in charge to develop these tools.
- Support the Team Leader to plan, implement and evaluate activities in compliance with the agreed annual project plans;
- Establish and maintain effective working relationships with key stakeholders at the facility level (mainly KHUCS, hospital, but including MFMC and community level as well);
- Closely collaborate with international experts as per specific topics and ensure effective field support as per planned activities;
- Supervision of local consultants’ inputs and quality assurance of deliverables in accordance with agreed Terms of References
Responsibilities related to Deputy Team Leader
- Assist Team Leader with the overall management of the project;
- Accomplish delegated responsibilities in TL’s absence e.g., staff supervision, communication with relevant project partners, monitoring progress, oversight of financial administration, etc.
- Contribute to oversight of staff members;
- Facilitate the development of networks and effective working relationships between the project team and Kosovo health institutions at the national and local level
Key competencies:
- University degree in medicine. Master Degree or additional post–degree training in public health or in health service management is preferred.
- In-depth knowledge of the health system in Kosovo, including the private facilities.
- Minimum of 10 years of work experience as a technical expert engaged in the following components: project planning, project reporting procedures, quality assessment of health services, clinical disease pathways, etc.;
- Work experience with the Ministry of Health or dependent health institutions at the national or local level, decentralized public authorities, participation in health-related national working groups. Is preferred any previous experience involving private facilities/services;
- Efficient oral and written communication skills in English, Albanian and Serbian;
- Demonstrated ability to work in a changing, multi-cultural environment and establish harmonious end effective working relationships and teambuilding;
- Competent in core IT applications, particularly MS Office;
- Excellent presentation skills;
- Driving licence and willingness to travel as required
