The Ministry of Health, in collaboration with the Integrated Health Services (IHS) Project, a project funded by the Swiss Agency for Development and Cooperation (SDC) and supported by the Swiss TPH (Swiss Tropical And Public Health Institute) seeks to contract an expert or a group of experts to evaluate the functioning of the electronic referral and scheduling of appointments system to refer patients from the Istog Main Family Medicine Center (MFMC) to the specialist ambulances of the General Hospital in Peja and vice versa. This evaluation is driven by the need to operationalize the electronic referral and scheduling of appointments system between these two levels. The evaluation aims to identify the current challenges and make recommendations to operationalize the existing processes and to ensure a better quality service for the citizens of the Republic of Kosovo from health care providers.

The MoH and IHS project is seeking applicants for the following position:

Job summary:

To evaluate the functionality of the electronic referral system and appointments.

Key responsibilities:

  • Evaluate the current referral and scheduling of appointments system.
  • Evaluate the operationalization of the electronic referral and scheduling of appointments system to refer patients from the Istog MFMC to the specialist ambulances of the General Hospital in Peja and vice versa.
  • Evaluate the technical specifications necessary to complement the current system in order to make the electronic referral/back-referral and scheduling of appointments system operational.
  • Submit specific recommendations for software solutions needed to complement the current system to operationalize the electronic referral/back-referral and scheduling of appointments system.
  • Ensure that the new system is compatible with Basic Health Information System (BHIS) and meets security and privacy standards to protect patient data.
  • Prepare a detailed report for the Ministry of Health and the IHS Project, including the analysis of results, recommendations and plan for the implementation of the operationalization of the electronic referral/back-referral and scheduling of appointments system.
  • Reviews relevant documentation, including current system specifications, user guides, and protocols.
  • Conducts interviews with key stakeholders, including healthcare providers, administrators, and other IT personnel.
  • Evaluates the possibility of BHIS for interfacing with other modules.
  • Identifies the software solutions needed to operate the electronic referral/back-referral and scheduling of appointments system.

Expected results and deliverables:

  • Submission of the detailed report that evaluates the operationalization of the electronic referral/back-referral and scheduling of appointments system.
  • Recommendations for the upgrade of the BHIS including suggestions for the integration of the module to operationalize the electronic referral/back-referral and scheduling of appointments system.
  • Specific recommendations for the software solutions needed to operationalize the electronic referral/back-referral and scheduling of appointments system.
  • Ensure that the module is compatible with BHIS and meets security and privacy standards to protect patient data.
  • Prepare a detailed report for the Ministry of Health and the IHS Project, including the analysis of the results, recommendations and the plan for the implementation of the operationalization of the electronic referral and scheduling of appointments system.

Key competencies:

  • Master's in Computer Science or Computer Engineering or Software Engineering or other Degree related to Computer Science. (Copy of Diploma).
  • Minimum 5 years of work experience in complex IT solutions, including the implementation of Microsoft Business Intelligence technologies and implemented systems (proven by CV).
  • Work/specific experience as a consultant in processes related to the Health Information Sector (proven by CV).
  • Certified by Microsoft or any recognized global certification provider as a specialist in .NET Framework 3.5 or Microsoft Certified Solutions Associate in Web Applications or MCSE: .NET framework by Microsoft (certificate and link for verification must be submitted).
  • Knowledge of programme planning and reporting procedures;
  • Demonstrated ability to work in a changing, multi-cultural environment and to establish harmonious and effective working relationships and teambuilding;
  • Work experience with Ministries and decentralized public authorities;
  • Excellent oral and written communication skills in English, Albanian and Serbian;
  • The expert will report to the Ministry of Health - to the Department of Information Health System (IHS/SISH) and the IHS Project.

This position is expected to be completed within 15 working days, open only to national professionals.
