Main Duties: Outcome Coordinator - Supports the Team Lead (TL) in preparation of all project documents and agreements in collaboration with partners; furthermore, enables regular communication with project partners and all stakeholders;
- Developing and implementation of a monitoring system; and review on regular basis project details, deliverables and scheduled as per the project implementation plan; monitor personally in the field on a regular basis;
- Plans, coordinates and monitors capacity development initiatives, conferences or workshops and provide technical inputs during different events and workshops;
- Supports the institutional development and organizational strengthening of the VET lead Agency
- Supports the VET agency in capacity development throughout the whole transformation process in designing, inception, and implementation of reforms.
- Supports the VET Agency in developing internal capacities and tools to ensure the quality of training delivery, continuous improvements and progress monitoring;
- Facilitate twinning exercises with International VET agencies to allow mobility and exchange of knowledge with international peers and with local intermediary organizations of the world of work;
- Ensure coherence with other projects working with the agency and more broadly on VET curricula, certification, profession standards, and findings.
- Responsible for drafting contracts, certificates, and other project related document necessities of project implementation.
- Coordinates with implementing partner on project activities and for cooperation with stakeholders on regular basis;
- Supports the TL in the realization of planned activities through regular field visits, review of the partners' reports, prepare field or activity reports, and recommend adjustments to improve project implementation.
- Preparing the monthly report, briefing notes, meeting minutes, etc.
- Reporting responsibilities for all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish of the project;
- Oversees the process for procurement of goods and services related to the project activities and makes tracking of financial and material resources;
- Supervises and leads the subordinate staff in reaching project objectives;
- Conducts other activities as requested by the TL or as deemed necessary within the framework of the Caritas Switzerland Mission in Kosovo;
- Maintains written track record of all project-related communication and agreements, also ensure that all project documentation is stored in IT System.
Requirements: - Master’s degree (Education - preferably on Technical Vocational Education and Training (TVET), Entrepreneurship, Business management);
- Minimum of 5 years of experience in TVET, national and international funded projects in the field of education, TVET, preferably in connection with VET System Reform.
- Proven experience in development, implementing projects and project Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Experience in collaboration with International and National NGOs, Government Institutions, and other stakeholders working with TVET and education;
- Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
- Proven experience in data collection, analysis, and reporting;
- Knowledge on TVET system in Kosovo, legislation, and the relevant governmental agencies;
- Knowledge on TVET systems in the region and Europe and beyond;
- Knowledge on gender equality and mainstreaming on education, TVET and employment;
- Advanced skills in planning, written and oral communication, facilitation, and coordination.
- Good network of public and private stakeholders in Kosovo.
- Excellent knowledge of English (both written and spoken);
- Fluency in at least one local language (Albanian or Serbian); Knowledge of a second local language is an asset;
- Very good skills in MS Office applications (Word, Excel, PowerPoint);
- Working experience with Swiss Organizations or other international NGOs is an asset;
- Experience with organizational culture and development, gender mainstreaming and conflict-sensitivity is an asset;
- A valid driving license;
- Willingness to travel throughout Kosovo and internationally.
