Responsibilities:

Under the supervision of the Team Lead (TL), the Outcome Coordinator (OC)) is responsible for the implementation of the Project “Matching Skills to Jobs (MSJ)”, Outcome #1 with main responsibility of supporting the public institutions, central and local, with the special focus on the VET Agency in Kosovo on institutional development and strengthening of the institutions on VET reforms, the VET Agency including capacity development through the whole transformation process, from design, inception, deployment, internal capacity development, facilitate twinning with other VET Agencies and ensure coherence with projects working with the Agency on VET curricula, certification, and funding. The OC is to perform project related tasks, including managing outcome budget, partner coordination, stakeholders’ coordination, planning and monitoring, subject to the relevant credit proposal approval by the Donor.

Main Duties:

Outcome Coordinator

  1. Supports the Team Lead (TL) in preparation of all project documents and agreements in collaboration with partners; furthermore, enables regular communication with project partners and all stakeholders;
  2. Developing and implementation of a monitoring system; and review on regular basis project details, deliverables and scheduled as per the project implementation plan; monitor personally in the field on a regular basis;
  3. Plans, coordinates and monitors capacity development initiatives, conferences or workshops and provide technical inputs during different events and workshops;
  4. Supports the institutional development and organizational strengthening of the VET lead Agency
  5. Supports the VET agency in capacity development throughout the whole transformation process in designing, inception, and implementation of reforms.
  6. Supports the VET Agency in developing internal capacities and tools to ensure the quality of training delivery, continuous improvements and progress monitoring;
  7. Facilitate twinning exercises with International VET agencies to allow mobility and exchange of knowledge with international peers and with local intermediary organizations of the world of work;
  8. Ensure coherence with other projects working with the agency and more broadly on VET curricula, certification, profession standards, and findings.
  9. Responsible for drafting contracts, certificates, and other project related document necessities of project implementation.
  10. Coordinates with implementing partner on project activities and for cooperation with stakeholders on regular basis;
  11. Supports the TL in the realization of planned activities through regular field visits, review of the partners' reports, prepare field or activity reports, and recommend adjustments to improve project implementation.
  12. Preparing the monthly report, briefing notes, meeting minutes, etc.
  13. Reporting responsibilities for all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish of the project;
  14. Oversees the process for procurement of goods and services related to the project activities and makes tracking of financial and material resources;
  15. Supervises and leads the subordinate staff in reaching project objectives;
  16. Conducts other activities as requested by the TL or as deemed necessary within the framework of the Caritas Switzerland Mission in Kosovo;
  17. Maintains written track record of all project-related communication and agreements, also ensure that all project documentation is stored in IT System.

Requirements:

  1. Master’s degree (Education - preferably on Technical Vocational Education and Training (TVET), Entrepreneurship, Business management);
  2. Minimum of 5 years of experience in TVET, national and international funded projects in the field of education, TVET, preferably in connection with VET System Reform.
  3. Proven experience in development, implementing projects and project Monitoring, Evaluation, Accountability, and Learning (MEAL)
  4. Experience in collaboration with International and National NGOs, Government Institutions, and other stakeholders working with TVET and education;
  5. Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
  6. Proven experience in data collection, analysis, and reporting;
  7. Knowledge on TVET system in Kosovo, legislation, and the relevant governmental agencies;
  8. Knowledge on TVET systems in the region and Europe and beyond;
  9. Knowledge on gender equality and mainstreaming on education, TVET and employment;
  10. Advanced skills in planning, written and oral communication, facilitation, and coordination.
  11. Good network of public and private stakeholders in Kosovo.
  12. Excellent knowledge of English (both written and spoken);
  13. Fluency in at least one local language (Albanian or Serbian); Knowledge of a second local language is an asset;
  14. Very good skills in MS Office applications (Word, Excel, PowerPoint);
  15. Working experience with Swiss Organizations or other international NGOs is an asset;
  16. Experience with organizational culture and development, gender mainstreaming and conflict-sensitivity is an asset;
  17. A valid driving license;
  18. Willingness to travel throughout Kosovo and internationally.
