USAID-funded Investment Promotion and Access to Finance in Kosovo
Chemonics seeks a Finance & Operations Director for the anticipated USAID Investment Promotion and Access to Finance Activity in Kosovo. This position is based in Pristina, Kosovo. The purpose of this activity is to strengthen private sector capacity for sustainable economic growth through investment promotion and increased access to diversified finance. The activity will promote partnerships between the private sector and Government of Kosovo and press for productive dialogue between the private sector and the government to attract direct investment and enhance access to finance. Responsibilities:
- Leads budgeting, reporting, compliance, and project mobilization activities.
- Supports work planning, as necessary, and ramping up of grants, subcontracts, and use of Chemonics’ tools and policies.
- Assists in recruitment, hiring, and on-boarding of identified long-term and short-term positions, including working with candidates to complete verified biodata forms, deriving proposed salaries/rates, developing SOWs and job descriptions and conducting salary negotiations.
- Liaises with the Chemonics’ U.S.-based Project Management Unit (PMU) to ensure timely and effective ongoing home office administrative and approvals processes, budget review and management, and client communications.
- Facilitates the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s operational and administrative activities.
- Participates in key program planning and management activities and assist the Chief of Party in the implementation of the annual work plan and other contractual deliverables, as necessary.
- Trains staff on program compliance, finance and accounting, human resources, budgeting and other operations/administration items, as necessary.
- Oversees all administrative staff
Minimum Qualifications:
- Bachelor’s degree in related field; master’s degree preferred.
- 8 years of experience in finance, grants, and/or administrative work.
- 5 years of experience in project management; experience managing USAID-implemented projects preferred.
- Experience with accounting and project-based financial management.
- Knowledge of USAID contracting policies.
- Experience and knowledge of the Kosovo context.
- Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
- Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
- Experience supervising and managing others, and reviewing contracts, service agreements, grants and scopes of work.
- Ability to build consensus and coordinate with diverse actors, including government, NGOs and civil society organizations, and the private sector.
- Fluent in Albanian and proficient in English.
