Chief of Party, USAID Kosovo Economic Governance Program

Brief Description:

IBI is seeking a Chief of Party for the upcoming USAID Kosovo Economic Governance Activity. This Activity aims to strengthen economic governance and support business regulatory reforms to improve the competitiveness of Kosovo’s economy and advance Kosovo’s integration into regional, European, and Euro-Atlantic institutions and markets.

Key Responsibilities:

The Chief of Party (COP) will be responsible for providing the vision and overall leadership to the team; managing technical assistance, training, and overall support; preparing and submitting reports as requested by USAID; and coordinating USAID assistance with the government of Kosovo and other key counterparts. This function includes, but is not limited to:

  • Serve as the primary point of contact with strategic partners, USAID, the Government of Kosovo, private sector partners, and other key stakeholders
  • Ensure that the program meets objectives, delivers high-quality results, and complies with USAID regulations and policies
  • In coordination with the DCOP and Finance Team, oversee the program’s technical, operational, and financial management, including the preparation of work plans, budgets, and reports
  • Foster strong partnerships with local stakeholders, including government agencies, private sector companies, and local/regional private sector associations
  • Lead efforts to ensure the sustainability of program initiatives, including capacity building for local partners and institutions
  • Represent the Activity at meetings, conferences, and other public events, promoting its achievements and lessons learned
  • Ensure effective communication and reporting to USAID, including the timely and compliant submission of quarterly and annual reports, success stories, and other deliverables.
  • Oversee the monitoring, evaluation, and learning (MEL) team and activities, ensuring data is used to inform program decision-making and continuous improvement.
  • Ensure compliance with USAID regulations, including environmental, gender, and other cross-cutting issues.
  • Uphold impeccable ethical standards and impart risk mitigation strategies, fostering a safe and supportive culture for all employees and establishing a no-tolerance policy for unethical behaviors.
  • Other duties, as assigned.

Qualifications:

  • A master’s degree in economics, business administration, international development, or a related field
  • At least 10 years of progressively responsible experience managing donor-funded programs of similar size, scope, and complexity, preferably for USAID Activities
  • Experience in public financial management, trade and investment promotion, and/or improving the enabling environment for small and medium enterprises in developing countries
  • Experience in Kosovo or other countries in the Balkans Region.
  • Proven ability to establish and maintain effective working relationships with USAID, government officials, private sector partners, and other stakeholders
  • Fluency in spoken and written English is required. Proficiency in Albanian is strongly preferred.
  • Strong communication, writing, presentation, and interpersonal skills are required.
