Short-term Consultant
A. Objectives/Purpose of Assignment
- Background of the Project:
This TOR sets out responsibilities of Short Term Consultant (hereinafter Consultant), hired as technical expert for Kosovo RE and Investment Project, implemented by IFC. IFC is member of the World Bank Group creating opportunity for people to escape poverty and improve their lives.
- Objectives of the Assignment:
The purpose of this assignment is to support the preparation of in-depth diagnostic and scoping to assess Kosovo’s RE legal framework, and tackle issues that shall utilize the potential and increase sectors' competitiveness and design a pipeline of bankable transactions.
B. Scope of Work under this TOR
The hired consultant will lead the analytical exercise and mapping of all legislation in place regulating Renewable Energy sources, with focus on regulatory and contractual aspects. Furthermore, the analytical exercise is intended to provide inventory of existing analytical and strategic documents for the RE sector in Kosovo, including all available data on existing and planned projects. Finally, the exercise should provide mapping of all relevant stakeholders, public and private. Based on this inventory, the team shall undertake further legal assessment addressing the bankability, risk balancing and mitigation mechanism.
Carrying out additional complementary tasks as reasonably requested by the IFC TTL and team.
C. Deliverables / Specific Outputs Expected from Consultant
Comprehensive review of the existing RE legislation in Kosovo including key regulatory elements.
Inventory of all relevant stakeholders - public and private.
Overview and data of existing/ongoing and planned RE projects.
D. Duration and Locations
The appointment is for an initial period of 20 working days between 20 January and 30 June 2024, which can be extended upon agreement between the Project team and the Consultant.
The consultant will report and work closely with Kosovo RE TTLs.
E. Special Terms & Conditions / Specific Criteria
The Consultant will be selected on a competitive process. Qualified candidates will be rated according to their qualifications.
The Consultant shall have, at a minimum, the following qualifications:
- A master’s degree, preferably in a related field, with at least 5 years’ experience in the energy sector, with a focus on renewable energy sources.
- In-depth knowledge of the energy landscape, including energy transition, renewable sources, schemes, and regulatory frameworks.
- Strong analytical and research skills, with the ability to gather and analyze data to inform strategic decision-making.
- Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at various levels.
- Proven track record of successfully implementing advisory projects or initiatives in the energy sector.
- Ability to work flexibly and under deadline pressure at times on a range of assignments and adjust to and prioritize a variety of complex evolving tasks.
- Fluency and proficiency in English.
- Professional experience relevant to the development of the policy, regulatory, or supervisory framework for renewable energy sources sector is a plus
F. Reporting
The consultant will report to the Project Manager and will work closely with the project team and relevant stakeholders.
G. Budget
The budget for this consultancy will be determined based on the qualifications and experience of the selected consultant through IFC internal salary scales.
