Terms of Reference

For contracting consultant-facilitator for the development of the “Risk Management Plan” for the NORDK

  1. Background

The We Effect funded project Enhanced sustainability of NORDK” aims at strongly empowered Network that could position the interests of the member organizations and their beneficiaries higher in the development agenda of the local and central governments.

This project will affect the empowerment of the NORDK through activities and actions taken. Empowerment of the Network practically means empowerment of overall capacities to address, promote, advocate and lobby for ideas, policies that promote the advancement of the rural development sector and enable practitioners of this sector to be the voice of the community.

Being committed in providing technical support to rural development practitioners mainly represented by farmers, NORDK is searching for consultant-facilitator for the Development and regular use of the “Risk Management Plan”

  1. Objectives and scope of the service

The overall objective of the assignment is to provide external support to Project manager and project staff, for development and regular use of the “Risk Management Plan” for the NORDK, to foresee risk, estimate impact and to define responses to risk.

NORDK’s risk management activities have to be designed in the way to ensure that management identifies, analyzes, and responds appropriately to risks that may adversely affect realization of an organization's objectives.

Based on this risk assessment, NORDK will need to choose whether to accept the risk, mitigate the risk, or transfer the risk to another party. When performed effectively, these risk management activities will ensure that the organization's limited resources will be prioritized to most efficiently address the issues that will affect them the most.

The consultant will work in close cooperation with Project Manager and executive staff of NORDK also to work in-house, He or She should provide and develop the following components, but not limited:

  • Information and structures for the revision of the Risk management plan
  • Review and quality improvement of existing Risk management plan
  • Develop Risk assessment matrix
  • Develop Risk management tools

During the assignment, the consultant is required to take into full consideration the following:

  • The project document and the logical frame work;
  • The NORD Strategy 2022-2026;
  • Projects Yearly Plan of Operation;
  • Manual of Rules and Policies of NORDK;
  • Gender Equality Policy document-NORDK 2021-2022;
  • And other existing strategic document of organization.
  1. Duty Travel and Accommodation

The service is considering travels for in-house support to staff member.

  1. Coordination and Reporting

The selected individual consultant will be in direct contact with Manager of Project and other staff of project “Enhanced sustainability of NORDK”. The selected consultant will also be responsible to report to the Project Manager, verbally or in written form depending on the requirements.

  1. Qualifications and requirements

The applicant should meet the following criteria:

  • To have a university degree
  • Minimum 8 year work experience
  • Expertise in development Risk Management Plans
  • Experience in supporting and working with organizations – structures with membership
  • Good knowledge for the work and management of NGOs;
  • Proficiency in Albanian and English language.

The contracted consultancy provider will be obliged to perform the following competences:

  • Demonstrates integrity and fairness by modelling NORDK’s values and ethical principles.
  • Demonstrate professional competence and conscientious and efficient in meeting commitments.
  • Observing deadlines and achieving results.
  • Display cultural, gender, ethnic, religious and age sensitivity, and adaptability

VI. Application procedure

The deadline for submission of offers is 10 November 2023.

The application should include the following documents:

  • CV
  • University diploma
  • Financial Offer, which should be provided in EUR, VAT included.

VII. Evaluation of the offers

The incomplete applications are not going to be taken into consideration and are not going to be subject to further evaluation. The evaluation of offers will be done by using a weighted scoring method to evaluate the combination of the applicants’ qualification (70%) and financial proposal (30%).

VIII. Terms of payment

The payment is expected to be done based on the payment request for consultant directly to the active bank account. In case of individual consultants, taxes and contributions will be applied within the agreed amount.

Advance payment is not considered.

The total number of days for this assignment are 8 days. Four days’ work in-house with manager and project staff members, and other four days for desk work. Consultant is expected to work in close cooperation and coordination with project manager and project staff.

VIII Declaration of relationships

[The Applicant shall describe if their organization/employees have any business or personal relationships with closely associated party from We Effect, its Regional Office in Skopje, its governing bodies and employees or with similar bodies/persons of the Client [the Organization publishing this ToR, in this case NORDK].

Closely associated party (persons, physical or legal) as per We Effect’s definition is considered person who has the possibility to exert control over, or significant influence on, the other person when it comes to financial and operative decision-making concerning an activity. The purpose of the Declaration is to disclose such information which makes the application and evaluation process more transparent and supports the bids in its relevance according to conditions on the open market.]
