Advisor- Combating Illicit Financial Flows
(part-time 50%)
The overall purpose of the post
The Advisor will support the implementation of the project on combating illicit financial flows in Kosovo by providing technical, contextual, and administrative expertise. The role involves coordinating and implementing project activities, including meetings, workshops, study visits, and missions with partners and stakeholders. The Advisor will ensure effective communication, cooperation, and networking with national and regional actors, while representing the project in relevant forums. A key responsibility will be to contribute to knowledge management by documenting results, lessons learned, and best practices, and by supporting continuous information exchange with GIZ programs in Kosovo and the Western Balkans.
Main tasks and responsibilities
The Advisor performs the following:
Project Implementation and Coordination
- Provide contextual, technical, and administrative support and advice to the project and the partners.
- Partake in the development of the work plan and activities on illicit financial flows within the aformentioned project.
- Support the implementation through planning and coordination of meetings, workshops, seminars, and other technical project activities.
- Accompanie experts and partners and team members during project missions within the country and with partner institutions.
- Conduct specific research to support the planning, implementation, and development of project activities and team growth.
- Organise study visits and manage technical coordination with partners.
- Draft Terms of Reference (ToR) for service contracts and financial agreements and assist with administrative tasks if needed.
- Collaborate with team members on technical tasks, coordinate project activities according to plans and budgets, and support project implementation and development.
- Support project monitoring and update information on project progress, documents and reports regularly on the status of results.
- Ensure continuous communication and cooperation with other GIZ programs within the good governance portfolio.
- Represent the interests of the GIZ-supported measures and act on behalf of the project/program.
- Undertake regional or international travel if required for project implementation.
Networking and cooperation
- Follow up closely the relevant developments in the country and the region.
- Ensure cooperation, regular contact and dialogue with the partners.
- Cooperate with sector networks, non-governmental and international organisations and individuals connected with the project.
- Communicate local interests and initiatives and promotes idea and information sharing.
- Participate in relevant national events (conferences, round tables) in the field.
- Pro-actively support the identification of new opportunities for the project, for example potential (international) partners, new topics for projects and co-financing opportunities in the country.
Knowledge management
- Support project monitoring and update information on project progress, documents and reports regularly on the status of results.
- Organise the knowledge management system for the project.
- Develop knowledge products documenting lessons learned, best practices and success stories arising from the project.
- Ensure knowledge exchange with affiliated projects and programs in the Western Balkan region.
- Perform other duties as assigned by project management.
Required qualifications, competencies and experience
Qualifications
- Bachelor’s degree in law (LL.B.), finance, security studies or international relations; a Master’s degree is an asset.
Professional experience
- At least 5 years of relevant professional experience in a comparable position.
- Experience in working with international organizations, non-governmental or governmental institutions, or private sector.
Other knowledge, additional competences
- Fluency in English and Albanian is required, knowledge of German and Serbian is an added value.
- Proficient knowledge of Microsoft Office programs.
- Knowledge of the national context, regional development and international development in the field of rule of law, criminal justice and illicit financial flows related matters.
- Strong communication and interpersonal skills.
- Independent and team-oriented, cooperative and collaborative
- High motivation, performance-oriented, keen perception and solid analytical skills.
