Call for expressions of interest
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. The multi donor action “Institutional development to modernise waste management in Kosovo” co-financed by the European Union (EU) and the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ project “Sustainable Municipal Services” (SMS), supports Kosovo municipalities and the Ministry of Environment, Spatial Planning and Infrastructure (MESPI) in accordance with their legally assigned mandate in the area of waste management.
The GIZ project “Sustainable Municipal Services (SMS)” supports Kosovo municipalities in their effort to modernize public services in the area of waste management in accordance with their legally assigned mandate and to become more efficient and address better the needs and expectations of their citizens. In this regard, the SMS project has been providing support to the central and local government in advancing the basic services in waste management, while paving the way towards a sustainable model of managing waste resources.
The Kosovo Integrated Waste Management Strategy (hereinafter: the Strategy) provides an approach towards a transition to circular economy, while protecting the public health and reducing environmental impacts from waste. The Strategy addresses current shortfalls and constraints in the waste management sector in Kosovo by providing a set of strategic and specific objectives. Under the Strategic Objective 4: Promote the values and practices of a Circular Economy, the system transformation is addressed. The Strategy considers the size of municipalities in Kosovo, therefore the quantities of waste, and sets forth the development of reuse and recycling systems.1 Further planning and project development is required in a regional level, before proper maturation of projects will begin. However, with an initial focus on non-regret projects2, the transformation of the waste management system will be a gradual one.
The focus of this assignment will be to mature two stand-alone investment projects for Civic Amenity Centres (CACs) in Skenderaj and Gjakova municipalities, by developing feasibility studies, architectural concept designs and environmental and social impact assessments
(ESIAs) for two CAC projects, and in this process increase the capacities of the central and local government through a participatory process.
In the efforts to promote investment project envisaged in the Strategy, the GIZ project “Sustainable Municipal Services” - co-financed by the European Union invites qualified consulting companies to submit an expression of interest in developing matured investment packages for two CACs, including feasibility studies, architectural concept designs and ESIAs.
The checklist below provides further information about the conditions and expectations of the GIZ project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI does not necessarily imply that the company will receive an offer for a contract for the assignment to develop a mature investment package for a composting plant.
Based on the outcome of offers, GIZ will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.
REQUEST FOR INFORMATION
- Proof of company’s legal status (registration and/or certification documentation, status), company details(name, postal address),date of incorporation within their initial response.
- Companies should submit at least two (2) references or samples of comparable services, which includes project maturation products in the area of waste management such as feasibility studies, architectural concept designs and ESIAs that they’ve produced.
- Average annual turnover for the last three financial years.
- Average number of employees and managers for the past three financial years.
