Reporting to the Board of Directors, the Chief Finance and Treasury Officer is responsible for the overall management of Finance and Treasury in PE Infrakos Sh.a.
The Board of Directors must ensure that all persons appointed as officials according to Article 21 point 3 of the Basic Law on Public Enterprises No. 03/L-087, also based on Article 13 of Law No. 04/L-111 for the amendment and completion of Article 21, paragraph 21.4. of the basic law, is reformulated as follows: to be persons of known integrity who:
(i) meet the qualification conditions according to Article 17.1 (basic law),
(ii) meet the independence criteria according to Article 17.2 (basic law) points (d), (f), (j), (k) and (l),
(iii) are not, or at any time during the period of thirty-six (36) months prior to the date of application have not been Directors of the Board of the relevant company, and
(iv) have the necessary professional experience and education required for the position in question.
The duties, responsibilities and powers of CFTO are:
The chief financial and treasury officer is responsible for overseeing all financial activities of the public sector entity to ensure the quality and compliance of:
- Final budget document and work coordination during the enterprise planning process;
- Monthly, periodical, six-monthly, annual and specific reports as well as the monitoring of the realization of the budget according to the business plan of the enterprise;
- To ensure that the financial transactions, accounting and annual financial statements of the enterprise are in accordance with the requirements of the legislation in force and the by-laws approved by the Minister of Finance;
- Internal financial management regulations, process design and risk areas, providing audit trails for all processes within the entity and financial control lists for all company finance personnel;
- Lead the evidence related to the financial means of the Corporation and the state of the Treasury;
- Establishes and reviews internal financial control, including purchases, cash receipts and fixed assets;
- Monitors profitable accounts and coordinates payment of invoices and special purchases;
- Prepares corporate documents for the year-end audit and serves as a liaison to the auditors;
- Reviews, financial agreements and maintains all financial policies related to the business;
- Develops and implements medium-term and long-term financial strategies to ensure management and security of funds in the most profitable way;
- Initiates changes and plans for staff development in the finance department in accordance with existing modern practices in this field;
- Develops procedures to control and plan the circulation of money;
- Ensures that PE Infrakos Sh.a. is in accordance with relevant legislation and regulations in this field.
The Chief Finance and Treasury Officer is directly subordinate and accountable to the Chief Executive Officer for financial operations, accounting and the preparation of financial statements of the enterprise.
The mandate of CFTO
CFTO is appointed by the Board of Directors with a regular employment contract with a duration of 3 years.
Monthly salary compensation
The salary of CFTO is determined by the policy statement for compensation of senior officials within the public enterprise Infrastruktura Hekurudhore e Kosova Infrakos Sh.a.
Conditions and criteria that CFTO must fulfill:
- The candidate must have a university degree in finance and/or accounting;
- To be an Accountability Technician in one of the certified institutions or from other relevant international or local institutions in accordance with the criteria issued by the Minister of Finance;
- Professional experience in the field of finance and accounting;
- To demonstrate appropriate knowledge of the financial management of the enterprise;
- Ability to analyze and detect important financial issues;
- Extensive knowledge of International Accounting Standards (IAS), financial and cash flow management;
- Capacity to train and develop finance staff;
- Strong persuasive/interpersonal skills;
- Ability to adapt to unplanned or changed situations, flexibility of plans and measures to face such circumstances;
- Ability to delegate and monitor authority and responsibility to collaborators for performing delegated functions;
- Independence and high level of integrity throughout corporate activities;
- Leadership skills for achieving the general objectives of Infrako Sh. A, as well as the ability to make important decisions in difficult situations;
- The candidate must have at least 5 years of experience in financial management. Individuals with work experience in enterprises/corporations with high size and complexity are preferred;
- The candidate must be free from any conflict of interest as defined by the Law on Conflict of Interest 06/L-011;
- Good knowledge of written and spoken English is preferred.

- Letter of motivation;
- Proof of professional qualification;
- Proof of work experience;
- The certificate that is not under investigation (not older than six months) issued by the competent Court;
- Copy of the identity card.

The job title must be clearly stated in the application and the documents attached to the application must be copies and are not returned. Applications submitted after the deadline are not accepted and incomplete applications are rejected.
