Justice Activity in Kosovo Recruitment for Grants and Subcontracts Specialist
Chemonics seeks a candidate for the position of Grants and Subcontracts Specialist for the USAID-funded Kosovo Justice Activity. The purpose of the Justice Activity is a more responsive justice system capable of providing people access to quality services and multiple means to solve their justice needs and every day legal problems to generate greater public trust in the justice system and the rule of law. This activity builds on USAID’s previous projects in Kosovo and lessons learned by USAID/Kosovo, local partners, and other donors.
The Activity is organized by three integrated objectives, 1) Quality and Accessibility of Justice Services Improved, 2) Citizen Understanding, Engagement, and Trust of the Justice System Improved, and 3) Effective Innovations in the Justice Sector Developed. Community-based activities under Objective 2 anchor the Justice Activity in Kosovo by defining the problems to be
solved under Objectives 1 and 3.
Position Description
The Grants and Subcontracts Specialist will be responsible for the overall effectiveness and compliance of the Activity’s Grants Under Contract (GUC) and subcontracts within the Strategic Activities Fund (SAF) Program. It is imperative that the Grants and Subcontracts Specialist demonstrate strong organizational skills and proven ability to work effectively in a fast-paced and dynamic environment.
Tasks and Activities
As Grants and Subcontracts Specialist, the employee is responsible for the following principal duties and responsibilities:
- In close coordination with the Chief of Party (COP) and technical team, design and develop grant- making concepts that contribute to the Activity’s overall goals.
- Ensure financial and administrative compliance of all subcontracts and grants activities with relevant USAID, company, and Activity policies and regulations.
- Ensure compliance with the Activity’s prime contract, subcontracting and grants manuals, Chemonics policies, and USAID regulations in carrying out all aspects of subcontracting and grants life cycle from solicitation to close-out.
- Monitoring grants and subcontractor performance, including deliverables, timelines, and budgets.
- Serve as an effective liaison between project staff and grant/subcontract recipients; provide grantees/subcontractors
with technical advice and assistance in areas such as financial management, financial sustainability, procurement requirements, and implementation planning. - Provide regular updates on grant and subcontract activities, compliance status, and any relevant issues.
- Other tasks and responsibilities assigned by the COP.
Required Skills and Qualifications
- Bachelor’s degree required.
- Three to five years of subcontract and grants management experience with international donor programs required.
- Knowledge of USAID regulations on contract management and grants management required.
- Experience working with non-governmental organizations and/or government ministries with activities related to grants development and implementation.
- Experience in reviewing and negotiating budgets, reviewing financial vouchers/invoices, and drafting agreements
and modifications. - Demonstrated project management, including problem-solving and decision-making, and organization skills.
- Excellent written and verbal communications skills required.
- Proven ability to work professionally, constructively, and collaboratively as part of team, meet deadlines, communicate effectively, and deal with diverse partners(including high-level government officials, entrepreneurs, and international donors)in a challenging environment.
- Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mail (Microsoft Outlook).
- English fluency. Albanian fluency required. Skill in Serbian an advantage.
This is a full-time position in-office, subject to annual contracts and renewable based on successful annual employment appraisals. The duty post for this assignment is Pristina, Kosovo and regional locations as required.
