JOB TITLE: Finance Manager
LOCATION: Gjakova, Kosovo
TIME: Full-time
REPORTING TO: International Finance Manager (First Reporting Officer), Programme Manager (Second Reporting Officer)
EXPECTED START DATE: 23 September 2024
MAIN DESCRIPTION
Finance Manager is responsible for overseeing daily financial duties on the programme and performing account keeping, working together with relevant departments to ensure expenditure is made in accordance with HALO global procedures and national legislation. The Finance Manager will work closely with the International Finance Manager and Programme Manager to prepare and monitor project budgets and support on all financial reporting, payroll and audits.
As a senior member of staff, the Finance Manager is expected to perform to the highest level, HALO’s values and standards.
JOB DESCRIPTION
The Finance Manager is responsible for:
- Monitoring the quality assurance of accounting and financial control as per HALO’s and donor policies, rules, regulations, and relevant national legislation.
- Ensure compliance with national tax, labour, procurement, tender and other relevant legislation in Kosovo.
- Work closely with programme management to ensure budget spend-outs are in line with project planning.
- Prepare monthly accounts in NetSuite and submit to HQ.
- Review budgets, allocate expenditure appropriately and project costs into the future.
- Collaborate with Logistics Department to ensure funds are spend in accordance with the budget.
- Manage and prepare internal and external country, donor and HQ audits and follow up on recommendations.
- Prepare monthly and annual reports for the Tax Administration of Kosovo.
- Conduct regular safe checks.
- Create financial reports as and when requested.
- Prepare annual Tax Administration report.
- Conduct regular checks of logistics databases to ensure the incoming equipment orders have been registered in a correct and timely manner.
- Prepare and execute payroll for all staff on a monthly basis.
- Other tasks in relation to finance and admin as assigned by the supervisor for the smooth financial management of the project.
REQUIREMENTS
- Bachelor’s degree in Finance, Accounting or other relevant degree (Professional Accounting Certification or Master’s degree is an added advantage)
- At least 2 years of experience in Finance (preferable with organizations with donor funding).
- Strong knowledge of accounting principles and financial reporting.
- Full professional proficiency in English.
- Ability to synthesize large quantities of complex data into actionable information.
- Strong demonstrated use of Excel.
