Energy Advisor
The overall purpose of the post
The Energy Advisor will support the municipalities in implementating project objectives with a focus on enhancing the municipal planning framework for investments in Energy Efficiency (EE) and Small-Scale Renewable Energy (SC-RE) in alignment with Kosovo’s Law on Climate Change and the National Energy and Climate Plan (NECP).
The Advisor will provide technical support, advice and policy guidance to pilot municipalities and relevant stakeholders in developing Municipal Energy and Climate Action Plans (MECAPs), with a focus on integrating EE and RE into local planning processes. Additionally, the Advisor will also work closely with the Association of Kosovo Municipalities (AKM) to strengthen structured learning, exchange, and inter-municipal cooperation in energy and climate planning. The role requires coordination with other project components ensuring that
both municipal and the ministrial levels are well coordinated and informed.
Main tasks and responsibilities
The Advisor performs the following:
- Advise, support and coordinate municipalities in developing MECAPs aligned with the NECP and Kosovo’s Law on Climate Change.
- Provide technical and policy guidance on integrating EE and SC-RE priorities into municipal development and investment planning.
- Contribute to the development of a standardized MECAP template in collaboration with central institutions and project partners.
- Support municipalities in identifying and preparing bankable SC-RE project ideas and facilitating access to financing through KEEF, municipal budgets, or IFIs.
- Coordinate capacity development and institutional strengthening for municipal departments responsible for energy and climate planning.
- Facilitate structured knowledge exchange among municipalities through the Energy Efficiency Collegium within the Association of Kosovo Municipalities (AKM).
- Support the AKM in organizing workshops, peer learning formats, and dissemination of best practices from MECAP development.
- Liaise with central government counterparts, donor partners, and financial institutions on municipal energy policy and investment frameworks.
- Monitor project activities and coordinate between municipalities, AKM, ME and other international organizations to achieve the project objectives.
- Assist the Project Manager with project management tasks upon request, including coordination, reporting, and strategic planning assistance.
- Perform other duties as assigned by project management.
Required qualifications, competencies and experience
Qualifications
- Bachelor’s degree in energy policy, economics, public administration, or energy-engeneering related field; a Master’s degree is an asset.
Professional experience
- At least 5 years of relevant professional experience in municipal energy or climate planning, energy policy, or economic development.
- Experience working with or advising municipalities, public institutions, or associations in the areas of policy, strategy development, or investment planning.
- Familiarity with Kosovo’s legal and policy frameworks on energy efficiency, climate change, and municipal governance.
- Knowledge of financing instruments for municipal EE and RE investments is an asset.
Other knowledge, additional competences
- Fluency in English is required; knowledge of German is an added value.
- Proficient knowledge of Microsoft Office programs
- Strong communication and interpersonal skills.
- Excellent coordination, and facilitation skills.
- Ability to manage multi-stakeholder processes and foster inter-municipal cooperation.
- Strategic, proactive, and team-oriented mindset with attention to detail.
