The Kosovo Investment Climate Acceleration Project, initiated by the International Finance Corporation (IFC), part of the World Bank Group, provides technical assistance to the Government of Kosovo with the primary goal of enhancing the nation’s investment environment for both local and international investors. To achieve this, the Project seeks to assist the government in addressing regulatory obstacles, promoting investment, and enhancing market accessibility. This endeavor primarily concentrates on advancing Kosovo’s business environment through two key objectives: (a) preparing for the digitalization of specific administrative processes, which may involve simplification; and (b) optimizing designated inspection procedures by implementing a Risk-Based Inspection (RBI) approach.
Scope of Work/ Deliverables / Qualifications
To achieve the stated objectives, IFC is hiring four consultants to deliver support for the inspection reform, with a specific focus on the Office of the General Inspector, which falls under the Office of the Prime Minister of the Republic of Kosovo. The consultants will be responsible for:

1. Technical Team Lead
Support General Inspector in:
Coordination of consultants in planning and finalizing deliverables;
Maintaining contact with ministries and inspectorates (ministers, advisors, general secretaries, chief inspectors and other relevant bodies);
Coordinating donors in planning and execution of support;
Drafting and operationalizing the action plan and strategies.
Minimum Master’s Degree, preferably PhD in the field of law andpublic administration.
More than 10 years of working experience.
Practical experience of minimum 5 years of working on legal analysis; working on reviewing and drafting legislation and knowledge of inspection reform.
Knowledge of EU acquis and international standards on the targeted sector.
Experience and understanding of how the sector is organized in EU as well as environment and challenges facing transition countries in the ECA/Western Balkans region is an advantage.
Strong organizational skills and capacity to gather and analyze legaland regulatory data.
Analytical and problem-solving skills in operational tasks, identifying issues, and presenting findings and recommendations.
High level of energy, initiative, and drive for results with agreed objectives and deadlines.
Proven ability to self-start work without close supervision, handle several different tasks simultaneously, and deal with rapidly shifting priorities under pressure, while maintaining attention to detail.
Strong interpersonal skills and ability to work as part of a team in diverse and multi-sector environment.
Albanian native speaker, as well as excellent English.
Excellent command of MS Office is required.
2. Legal Expert
Support the process of establishing of working groups within ministries for legal initiatives (laws and sublegal acts) related to the reform of inspections;
Support working groups within ministries in preparing drafts of laws and sublegal acts that are in harmony with the law on inspections and the RBI methodology;
Work in coordination with other experts supporting the reform on inspections.
Master’s Degree in Law.
10 years of experience.
Substantive understanding of the inspection reform system and law- making processes and procedures in Kosovo, especially in public administration reforms.
Has demonstrated experience in conducting similar assignments during the last three-five years.
Has experience in preparation of analytical reports and various legislative acts.
Has experience with public consultation procedures with various stakeholders’ degree.
Albanian native speaker, as well as excellent English.
Excellent command of MS Office is required.
3. RBI Expert
Supporting ministries and inspectorates in drafting and consolidating lists of requirements, risk-based plans, risk-based checklists and yearly performance reports;
Conducts RBI trainings and workshops on RBI methodology implementation;
Drafts relevant guidelines on RBI methodology;
Works in coordination with other experts.
Master’s Degree in Law.
10 years of experience.
Substantive understanding of the inspection reform system and law- making processes and procedures in Kosovo, especially in public administration reforms.
Previous experience in public sector, especially inspections desirable.
Experience in applying low risk approaches, including within RIA,SCM, ex-post analysis etc. would be an advantage.
Has demonstrated experience in conducting similar assignments during the last three-five years.
Has experience in preparation of analytical reports and various legislative acts.
Has experience with public consultation procedures with various stakeholders’ degree.
Albanian native speaker, as well as excellent English.

4. Training and
Certification Expert
Finalizes training and certification module;
Coordinates work with the Kosovo Institute for Public Administration (KIPA);
Support KIPA in training of trainers;
Conducts training for inspectors.
Master’s Degree in Economics, Public Administration or similar field.
10 years of experience.
Experience of working in a certification/audit/inspection type (or related) role.
Knowledge of systems and procedures-based working.
Ability to understand complex issues and to analyze information and data.
Excellent attention to detail.
High standard of literacy and numeracy with the ability to present data clearly both verbally and in writing.
Ability to solve problems and to handle difficult situations effectively.
High level of diplomacy and the ability to display discretion and respect for confidentiality.
Excellent interpersonal skills and ability to communicate well with others, both verbally and in writing, and build relationships across different groups.
Albanian native speaker, as well as excellent English.
Excellent command of MS Office is required.
Implementation Schedule
The consultancy is expected to last for a maximum of 100 days until June 30, 2024, with the potential for extensions. Payments will be structured according to an agreed-upon schedule based on the consultant’s delivered out puts.
