Chemonics is implementing the USAID-funded Kosovo e-Governance Activity (KeG), a 5-year, $10 million project that started in August 2023 and will end in August 2028, whose purpose is to address long-standing challenges related to poor digital service delivery and ineffective management of digital government systems by the Government of Kosovo through three main activity objectives:
- Institutional roles and governance processes are clear, actionable, and implemented.
- Key institutions have the technical expertise and program management skills to develop, manage, and deliver digital government platforms and services.
- External feedback and oversight mechanisms on digital priorities and service delivery are established and used.
Position Description:
The Grants and Subcontracts Specialist will provide oversight for the KeG Activity Support Fund (Grants and Subcontracts). S/He will be responsible for ensuring that all grant and subcontract activities are compliant with USAID rules and regulations and Chemonics procurement policies, and for the management and monitoring of all grants and subcontracts.
Responsibilities:
- Manage the solicitation process for grants: Annual Program Statement (APS) or Request for Applications (RFA) and subcontracts: Request for Proposals (RFP), including serving on selection committees, ensuring compliance with USAID regulations and procedures, and overall confirming that the mechanism and selected partners are able to achieve the desired results.
- Work in coordination with other team members including Chief of Party (COP), Deputy Chief of Party (DCOP), Operations and Finance Director, and Objective Leads to ensure compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants and subcontracts.
- Plan procurements, write appropriate specifications, evaluate offers, monitor contracts, and handle all post-solicitation activities, including all appropriate documentation.
- Liaise between project staff and grant recipients and subcontractors, providing technical advice and assistance as needed in areas of financial management, procurement requirements, and implementation planning.
- Support project staff with the evaluation of grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies.
- Ensure proper negotiation of final terms and conditions for grants and subcontracts, and review and analyze budget estimates for allocability, reasonableness, and consistency.
- Perform detailed reviews and audits of all grant receipts and subcontractor invoice documentation and ensure that expenses are incurred according to the terms of the signed grant/subcontract.
- Manage the organization, tracking, and filing system of all grant and subcontract documents, making sure that appropriate documentation is included in each file.
- Responsible for overseeing the close-out of grants within required timeframes.
- Perform other duties as required or assigned.
Required Qualifications:
- University degree in business administration, management, finance, or related field.
- Minimum three (3) years of relevant experience working with grants and subcontracts, preferably for donor funded projects; USAID experience strongly preferred.
- Excellent administrative, organizational, and multi-tasking skills.
- Proficiency in using Microsoft Word, Excel, PowerPoint, and Outlook.
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
- Excellent communication, writing, and interpersonal skills.
- Demonstrated leadership, versatility, and integrity.
- Proficient written and oral English required.
