Qualification:

  • Holding at least a Bachelor degree in relevant field, Master degree preferred;
  • Have extensive knowledge of the technical issues in relation to Kosovo Railways including
  • development projects;
  • Proven background in similar positions;
  • Minimum of 3 years of work in the infrastructure sector, including project management, whereas experience in the railway infrastructure will be considered as advantage;
  • Knowledge of community development;
  • Ability to coordinate with senior officials (who are representatives of stakeholders and/or members of bids evaluation committees);
  • Planning & Organizing – Ability to plan own work and manage conflicting priorities;
  • Self-discipline integrity, ability to multi-task and ability to work under pressure to meet tight deadlines;
  • Good communication skills (spoken and written) - Fluent in speaking, writing and understanding English and National languages (Albanian and Serbian);
  • Demonstrate interpersonal skills and the ability to negotiate and influence;
  • Teamwork – good interpersonal skills and ability to establish and maintain effective working relations with people;
  • To have extensive knowledge of IFI funded projects;
  • Have extensive knowledge of Bank’s PP&R and GtP and Kosovo Environment, Laws on Construction, as well as Labour and Social Welfare;
  • Computer operating skills, including Microsoft Word, Excel, AutoCAD, PowerPoint and Primavera, internet and e-mails.


Duties & Responsibilities

The duty of the Head of PIU is to coordinate and represent the PIU in all aspects of activities’ implementation in relation to sub-projects and the overall programme of InfraKos railway lines modernization. He is the responsible for contacts with the Banks/ IFIs. He reports for his work directly to the InfraKos CEO.

As the Head of PIU he will be responsible for the management and coordination of the Project Implementation Unit of InfraKos for the Kosovo Railway Modernization Project. His management role is to ensure that deliverables are produced with quality and on time by monitoring progress and providing advice and support. He must be proficient in the identification analysis and resolution of problems and effective planning organizing estimating scheduling and monitoring of project activities.

This will entail the following duties and responsibilities:

  • Undertaking a technical review of the submitted designs by Consultants/Contractors to ensure consistency and a high standard of output.
  • Review progress reports submitted by the Consultants, the Engineer and the Contractor to assess project implementation and assist InfraKos in communicating important decisions of the Employer (InfraKos) to the Banks and other stakeholders to avoid potential delays.
  • Coordinate/liaise with other Ministries and other relevant departments concerning technical matters of the project.
  • Ensure that the works are implemented in accordance with the technical specifications specified in the contract and standards.
  • Interact with the Supervision Engineer(s) on a day-to-day basis concerning implementation and take corrective measures, ensuring that the Engineer(s) perform in accordance with the contract.
  • Processing of various contractual matters including approval of variations orders, grant of extension of time etc.
  • Periodical visits to the site to assess implementation of the project and resolve any issue relating to the Contractors/Consultants. Review the recommendations of the ‘Engineer’ on designs prepared by the civil works contractors a method of implementation, final testing, commissioning of the project etc. and accord Employer’s approval.
  • Coordinate the development of individual sub-projects work plans and develop and maintain an up-to-date consolidated work plan for the overall project to be implemented in phases;
  • In coordination with the MoI and the QA/QC Coordinator ensure the implementation of a quality assurance plan throughout the project/region;
  • Monitor and coordinate the activities of field Engineers to facilitate the achievement of subprojects. This in viewing and analysing work plans progress reports and other relevant documents.
  • Provide technical advice and assistance in the institutional strengthening of PIU staff in close cooperation with the PIU Support Consultant.
  • Organize and participate in new PIU staff recruitment process, whenever needed.
  • Establish and ensure adherence to regular communication protocols between Project Engineers, PIU Support Consultant Experts and Contractors and report at least weekly or when requested to the InfraKos CEO.
  • Review all official requests including payments, awarding, tendering etc. prior to raising them to the Beneficiary and the Banks
  • Prepare, coordinate and conduct meetings with all relevant stakeholders whenever needed, prepare agenda, applications and approval requests for the quarterly Steering Committee (SC) meetings and report to the Steering Committee regularly.
  • Facilitate in the establishment and improvement of operational procedures that assist PIU in the development of planning and contract administration with contractors and local community.
  • Ensure the provision of training and technology transfer to PIU and contractor staff including good practices and troubleshooting methods.
  • Ensure that all InfraKos projects are implemented in full compliance with the Environmental and Social Management Framework.
  • Provide advice and direction in good environmental practices and control during construction and mitigate environmental impacts of the works.
  • Timely and accurate submission of monthly, quarterly, semi-annual and annual quantitative and qualitative progress report on the project portfolio as required by the Finance Contracts.
  • Timely submission of contract works schedules for all contracts implemented in the framework of the project.
  • Timely submission of payment requests and portfolio delivery; Review the IPCs/invoices submitted by the Consultants/Contractors and recommend for payment. Ensuring compliance with loan/grant covenants; Maintain the payments work flow so that contractors are able to receive funds in a timely manner.
  • Develop efficient work plans and processes for PIU staff to help them deliver their work tasks and assist the Technical Specialists in integrating their technical inputs;
  • Represent PIU and the program at meetings as and when required by the PIU regulation
  • Liaise with MoI to ensure coordination and integration of programmatic works at the implementation level as and when required.
  • Liaise with MoF on financial matters related to the implementation of sub-projects.
  • Liaise with Ministry of Environment and Labour and Welfare for environmental, social and OHS matters related to the implementation of sub-projects
  • Responsible for other general office duties as may be assigned.
