Finance and Compliance Officer
Digital Innovation Gateway for Kosovo (DIG-4K)Project
PROGRAM SUMMARY
Co-funded by the European Union and the Government of Kosovo, the Digital Innovation Gateway for Kosovo (DIG-4K) project seeks to harness and foster digital transformation in Kosovo. The initiative is led by the Innovation and Training Park (ITP) Prizren in partnership with six domestic implementing partners and one affiliated entity (private sector, public sector, academia and CSO’s) and aims to establish Kosovo as a hub for digital innovation and training. The project's objectives revolve around empowering local businesses, educational institutions, civil society organizations, and public stakeholders, thereby creating an ecosystem that supports entrepreneurial success and drives digital innovation at local, national, and regional levels. DIG-4K targets a wide range of groups including MSMEs, startups, industry associations, technology firms, public sector entities, educational institutions, CSOs, and rural communities. Work pages of the project include: 1. Project Management and Coordination, 2. Digital Transformation Centre - Advisory Services, 3. Digital Skills Academy, 4. Tech Access and Testing Lab, 5. Funding and Investment Support,6. Ecosystem Development and Networking, 7. Upscaling, Exploitation, Communication, and Dissemination.
MAIN TASKS AND RESPONSIBILITIES
Financial Management and Reporting:
- Oversee financial planning, budgeting, and forecasting for the DIG-4K project in coordination with the Team Leader and project partners.
- Prepare regular financial reports for internal and donor use, ensuring accuracy and timeliness.
- Monitor project expenditures to ensure alignment with the approved budget, providing early alerts on any significant variances.
- Manage cash flow and ensure appropriate financial controls are in place for all project expenditures.
Compliance Monitoring:
- Ensure adherence to ITP’s financial policies, donor regulations, and applicable local laws.
- Conduct regular audits and compliance checks to ensure project activities meet financial and regulatory standards.
- Maintain and update financial and compliance documentation in alignment with grant agreements and donor policies.
- Address any compliance issues in a timely manner, working with relevant departments and stakeholders.
Capacity Building and Training:
- Support financial and compliance capacity building for project partners, including training on financial management and reporting requirements.
- Develop and maintain training materials and resources for effective financial and compliance management.
- Conduct workshops or one-on-one training sessions for staff and partners to improve financial literacy and adherence to compliance standards.
Coordination and Collaboration:
- Work closely with the DIG-4K project’s Team Leader, implementing partners, and ITP’s Operations and Business Development Units.
- Liaise with internal and external auditors as required, providing requested documentation and addressing any audit findings.
- Facilitate cross-departmental communication to ensure consistency in financial management practices across the DIG-4Kproject.
Supervisory Responsibility: None
Reports Directly To: Team Leader
Works Directly With: Six implementing partners, ITP’s: Operations Unit,
Finance & Compliance Unit, and the Technical Support/Business Development Unit.
REQUIRED QUALIFICATIONS, COMPETENCIES, AND EXPERIENCE
Qualifications
- Bachelor’s degree in finance, Accounting, Business Administration, or a related field.
- Professional certifications in finance or accounting (e.g., QUICKBOOK, ACCA, CPA) are preferred.
Competencies
- Financial Expertise: Strong background in financial management, budgeting, and reporting, preferably with EU funded projects.
- Compliance Knowledge: Familiarity with compliance requirements, donor regulations, and local laws related to finance.
- Analytical Skills: Ability to analyze financial data, identify trends, and make recommendations based on insights.
- Communication Skills: Strong verbal and written communication skills for effective reporting and partner interactions.
- Attention to Detail: High degree of accuracy in handling financial data and compliance documentation.
- Adaptability: Flexibility to adapt to changing project needs and deadlines.
Experience
- Minimum of 3-5 years of experience in finance or compliance, preferably within international development projects or donor-funded (preferably EU) projects.
- Experience with financial planning, monitoring, and reporting in a multi-stakeholder environment.
- Proven track record in maintaining compliance with complex financial and regulatory requirements.
- Experience working in projects with multiple implementing partners and stakeholders is a plus.
