USAID’s Property Governance Activity (hereafter (the Activity)), is a five-year initiative implemented by Tetra Tech ARD that aims to improve the property rights system in Kosovo, increase women’s empowerment, and improve formal property rights and investments in real property. The activity, in partnership with civil society, the private sector, and other local actors will advance Kosovo’s economic and democratic development. The Activity initially partnered with five Kosovo municipalities (Ferizaj/Uroševac, Rahovec/Orahovac, Suharekë/Suva Reka, Peja/Peć, and Lipjan/Lipljan) to strengthen the property rights system.

The Activity intends to hire a Private Sector Engagement Advisor to support the engagement of the private sector to strengthen Kosovo's property rights regime. Under the direct supervision of the Private Sector Engagement Specialist, the position will support Objective 3’s activities to facilitate private sector engagement on three key legal and system reforms: create an open and transparent cadaster; demonstrate the case for women's participation in economic activity; and formalize property rights.

  1. MAIN RESPONSIBILITIES AND TASKS:

The responsibilities of the incumbent include but are not limited to:

  • Providing technical support to implement the Work Plan Activity - Objective 3: Engage the Private Sector to Strengthen Kosovo's Property Rights Regime;
  • Supporting the Activity to partner with the private sector to advocate for an open, transparent, and accessible cadaster;
  • Supporting and facilitating PGA’s efforts for increased women's participation in economic activities, including organizing activities with women entrepreneurs;
  • Providing technical support to engage the private sector on municipal development plans for more transparent property regulations and incentivize private sector investments;
  • Organizing events and other outreach activities for Objective 3 of the Activity; and
  • Designing and implementing communication activities reflecting the impact of the Activity and the Objective, including promotional materials for the developed deliverables.
  1. QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION: A bachelor’s degree in finance, economics, business studies, entrepreneurship, development studies, or a relevant field is required. A Master’s degree is an asset.

WORK EXPERIENCE: A Bachelors degree or equivalent with three years of experience in a relevant field, or eight (8) years of experience in similar positions/duties with international or local organizations. Knowledge of the private sector in Kosovo, including the women-owned business community. Knowledge of Kosovo’s property rights regime and its relation to economic activities. Previous experience in working with the local government, as well as, private sector representatives. Previous experience in advocacy and liaising for small, medium, and large businesses with various skills, needs, and potential for growth. Experience with USAID projects is an asset.

SKILLS: Working knowledge of English, both written and spoken. Able to communicate effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.

LANGUAGES: Excellent proficiency in spoken and written English, and Albanian. The Serbian language is an asset.

GENERAL: Tactfulness, and enthusiasm for the job. Good human relations skills, integrity, and ability to work under pressure.
