Dear Applicants,

The Rehabilitation and Reintegration Programme in Kosovo is actively establishing the foundation for the recovery and reintegration of vulnerable individuals and their families. The program's overarching goal is twofold: i) to facilitate the reintegration of vulnerable individuals and their families into the community through training and access to licit economic activities, and ii) to enhance the capabilities of frontline workers within Kosovo institutions and other professionals through certified training programs, enabling them to effectively contribute to the rehabilitation of vulnerable individuals and their families. This comprehensive initiative is designed to reach all beneficiaries throughout Kosovo, specifically focusing on areas where vulnerable individuals are more concentrated.

CDF is looking to hire a company in order to conduct Endline Evaluation for the RRPK Programme.

The scope of work comprises the following main deliverables:

The Endline evaluation will provide data and information to assess the quality, value, and achievements of the program, identify lessons learned, and support monitoring and reporting. The data will be documented according to the objectives of the activities and corresponding indicators outlined in the Monitoring and Evaluation Framework.

The evaluation company will need to utilize existing data and collect primary data on selected indicators to assess the program's results. The company is required to design, plan, carry out, and present the program evaluation, focusing on both output and outcome levels. The evaluation will be conducted in various municipalities in Kosovo. The company must employ a mixed-methods approach, incorporating a quantitative survey, qualitative focus group discussions with beneficiary groups, and/or individual interviews with program stakeholders.

The awarded company must complete all work and hand over all required deliverables within 20 calendar days.
