Summary of Position
IREX seeks qualified Senior TVET Program Officer candidates to support the Swiss Agency for Development and Cooperation (SDC)-funded TVET focused activity. This activity aims create private sector-led Sector Workforce Councils that engage a diverse workforce ecosystem of actors including the private sector, learners, education institutions, policy makers, diaspora, and donors for each targeted high-growth sector to address the skills gap and contribute to greater market system competitiveness. The Senior TVET Program Officer will support technical inputs to achieve program objectives.
Summary of Responsibilities:
- Support strengthening of TVET institutions that engage a diverse workforce ecosystem of actors including the private sector, learners, education institutions, policy makers, diaspora, and donors for each targeted high-growth sector.
- Work directly with private sector entities, such as industry associations, to articulate their skills needs. Support the establishment and support the development of sector workforce councils.
- Provide policy and technical advice to senior management and technical staff on women’s economic empowerment, related issues, and strategies.
- Develop and implement a monitoring, evaluation, and learning plan across all program components including identification of process, output, and outcome indicators. Ensure data collection process is functioning in all activity locations to provide quality data within deadlines.
- Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
- Coordinate the design and implement capacity development initiatives including organizational and operation management capacity and individual technical skills.
- Other duties as required.
Skills and Qualifications:
- At least five (5) years of previous relevant experience and expertise in the TVET sector, with a Master’s degree; or bachelor’s degree with at least seven (7) years of relevant experience also considered.
- Experience engaging with private sector to articulate skills needs and to engage with TVET sector.
- Strong experience in GESI and/or MEL highly preferable.
- Strong understanding of gender analysis and existing gender analysis frameworks preferable.
- Excellent communication, teamwork and networking skills.
- Experience in project design, policy dialogue, strategic planning and implementation of partnerships with the private sector.
- Strong facilitation skills and good know-how of the TVET system in Kosovo.
- All team members shall be well-respected individuals with no political or other affiliations that could adversely affect the reputation of the project.
- Professional level proficiency in spoken and written English. Knowledge of local languages in Kosovo beneficial.
