Program Manager: Gender and Inclusion

Position Summary

The National Democratic Institute (NDI) in Kosovo seeks a Program Manager with strong analytical, writing, interpersonal and management skills to join the Gender and Inclusion Team. The Program Manager will support a broad array of programs designed to increase abilities of political and legislative institutions to serve with accountability to its diverse communities through fostering gender equality and inclusion of marginalized communities, including people with disabilities, youth, ethnic and religious minorities and LGBTQI+ persons. This full-time position is based in Prishtina, Kosovo and the anticipated start date is January 15, 2023.

Responsibilities

  • Conduct all aspects of program management, ensuring the effective and efficient execution of the established program work plans, including established actions, outcomes, and timelines.
  • Lead the development of detailed work plans to ensure achievement of assigned program(s) objective(s) and expected outcomes, including the establishment of actions to be taken, and specific measures/metrics for evaluation at completion.
  • Facilitate and/or participate in internal meetings to develop and maintain a knowledge of team and program objectives and work progress and demonstrate this understanding in the execution and completion of assigned work, including the monitoring of local, regional and global trends and approaches to gender and inclusive development.
  • Advise and conduct relevant research and analysis and provide summarized findings in a clear, disaggregated by gender and inclusion metrics, concise and understandable manner, with objectives, relevant facts, data, and conclusions presented as required.
  • Serve as a resource and provide general guidance to junior staff on programmatic procedures, tasks and assignments.
  • Draft, and/or review/edit drafts prepared by junior staff, related to assigned communications, such as briefing memos, reports, work plans, proposals, presentations and social media content.
  • Manage and monitor budgets, grants and expenditures for assigned activities and projects.
  • Establish, foster and maintain relationships with program beneficiaries, partners and donors.
  • Collaborate with team leadership, other team members, and as required across other teams in the development of program concepts and content for proposals, ensuring alignment with broader institutional strategies and approaches.
  • Actively seek and engage in professional development opportunities to enhance knowledge in project/program management, and maintain a general working knowledge of relevant program trends and issues occurring external to NDI.
  • Perform other duties as required.

Required Qualifications: Education, Experience, KSAs

  • Bachelor's degree, preferably in Political Science, Gender Studies, Social Work, Political Economy, Women, Peace and Security or a related field. An advanced degree in relevant disciplines is a plus.
  • Minimum five years of work experience in inclusion focused programing, international development, legislative affairs or a related subject, including experience in program strategy and design.
  • Strong interest in one or more of NDI’s international development disciplines, e.g. political campaigns, elections, community organizing, technology/innovation, etc.
  • Strong research and analysis skills to allow for gathering, summarizing and presenting findings.
  • Interpersonal skills and cultural sensitivity to interact effectively with individuals at all levels of the organization, as well as externally with NDI partners and other stakeholders.
  • Oral and written communication skills, including the ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and through various communication media.
  • An attention-to-detail, with a propensity to complete work accurately and with a focus on quality.
  • Initiative and a high level of proficiency in the ability to multitask and prioritize; manage time, perform project management, problem-solving, and organizational skills; and flexibility to adapt and respond to shifting priorities.
  • Capacity to work effectively both independently and as a member of a team.
  • Ability to apply discretion and maintain confidential information.
  • Proficiency in Microsoft Office to include Word, Excel and PowerPoint; knowledge of Google Suite tools preferred. Basic database skills are desired.
  • Fluency in English and at least in one of the official languages, Albanian or Serbian. Fluency in other local languages is a plus

Work Environment

  • This position generally is performed in an office environment and may be suitable for partial telework. Occasional evening and weekend work may be required, as well as attendance at external events. This position generally requires regular travel for field work throughout the country.
