Scope of Work

Project: USAID Kosovo Investment Promotion and Access to Finance Activity

Position Title: Deputy Chief of Party (DCOP)

Position Location: Prishtina, Kosovo

Reports To: Chief of Party (COP)

Expected Period of Performance: January 2024 – March 2028

Level of Effort: Long-term, full-time (260 days per year)

DT Global has been awarded the 5-year USAID Kosovo funded Investment Promotion and Access to Finance Activity in Kosovo (hereinafter “Activity”). The Activity aims to strengthen the private sector’s capacity to deliver sustainable economic growth through two mutually re-enforcing objectives: 1) investment promotion and attraction; and 2) increased access and utilization of diversified finance. By achieving these two objectives, the Activity will strengthen the resiliency of the private sector, create productive jobs, increase exports, and enable firms to adopt new technologies and business practices.

The Activity is looking to engage a local candidate to fill the position of Deputy Chief of Party to support the Chief of Party in overall program implementation.

Name of Position: Deputy Chief of Party (DCOP)

General Responsibilities:

Program Management

Under the leadership of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will be responsible for overseeing technical and financial operations of the Activity. The DCOP will supervise relevant project staff as assigned and maintain regular communications with Home Office (HO), including technical and financial reporting, procurement, staffing, and related functions. The DCOP will be responsible for establishing and ensuring efficient program management, capacity building, design, and implementation, as well as ensuring compliance with contract provisions, USAID regulations, DT Global’s policies and procedures, and local laws as they pertain to procurement.
Ensure project implementation is compliant with DT Global’s operating procedures (e.g., Field Office Manual, Employee Handbooks, Executive Policy Orders, etc.).

  • Prepares field-based staff performance appraisals and recommends their salary increases and promotions for Home Office approval.
  • Demonstrates diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, and support for diversity.
  • Ensures that funds are properly spent and accounted.
  • Acts as COP when the COP is absent.

Minimum Education Requirement:

  • Relevant undergraduate university degree. Relevant master’s degree is preferable.

Minimum Professional Experience:

  • Minimum 10 years of relevant professional experience implementing donor projects, preferably focused on private sector competitiveness, access to finance and/or investment.
  • Technical experience in overseeing activities related to access to finance, investment, and improving the legal and regulatory environment.
  • Demonstrated project management experience.
  • Demonstrated leadership, flexibility, and resourcefulness in a fast-paced environment.
  • Demonstrated ability to effectively manage staff.
  • Strong analytical abilities.
  • Ability to effectively engage public and private sector partners in Kosovo and abroad.
  • Experience with grants under contract programs is preferred.
  • Personnel and resource management, coordination, and decision-making skills along with an ability to troubleshoot.
  • Proven ability to work effectively with government, USAID, other donors, private sector representatives, business support organizations, and financial sector entities.
  • Fluency in Albanian and English required.

Expected Period of Performance: January 2024 – March 2028 (contingent on annual renewal based on successful performance)

Level of Effort: 100%, full-time (260 days per year)

Supervisor: Chief of Party

Supervisory role: This position will oversee some project staff.

Technical Leadership

The DCOP will ensures quality implementation of technical activities across both Objectives. The DCOP oversees a strategic and integrated vision of both Activity Objectives, contributing to a strengthened enabling environment for investment and an inclusive market for diversified financial instruments.

Relationship Management

The DCOP should have excellent leadership, interpersonal, and organizational qualities. The DCOP is expected to assist the COP in interacting with a range of stakeholders representing the private sector, national and local government, international donors, including USAID. More specifically, the DCOP will also provide management and technical leadership in promoting partnerships between the private sector and Government of Kosovo and encourage productive dialogue between the private sector and the government to attract direct investment and enhance access to finance. The DCOP is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, co-workers, donors and other stakeholders; and to work respectfully with colleagues.

Specific Tasks and Responsibilities:

  • Supports the COP in providing daily management of the Activity and oversight of staff responsible for design, implementation, and monitoring and evaluation.
  • Provides technical direction and quality control to project activities.
  • Works closely with the COP to adapt technical activities in workplans, based on a collaborating, learning and adapting (CLA) approach.
  • Leads donor coordination to promote cooperation and avoid overlap/duplication of technical activities at the Activity.
  • Assists with high-quality, timely and completed submission of work plans, annual reports, quarterly reports, weekly reports, and any other reports, as required from the project.
  • Monitors quality assurance and quality control for all contracted services and deliverables ensuring client satisfaction with all aspects of the contract requirements.
  • Produces effective written reports and oral presentations on the Activity, including preparing periodic reports, updating developmental challenges facing the Activity, and articulating the Activity’s success in meeting deliverables.
  • Represents the Activity at local, national and regional meetings, workshops and conferences as needed.
  • Supervises staff as assigned; provides regular professional support and coaching to supervisees, assessing their performance and recommending improvements they can make to achieve their annual objectives and project’s goals in general.
  • Promotes Collaborating Learning and Adapting (CLA) / Monitoring, Evaluation and Learning (MLA) practices.
