Junior Economic Cooperation and Private Sector Development Advisor
The overall purpose of the post
The GIZ project “Economic Development for the Stabilization of the Labour Market (Entrepreneurship Promotion)” improves the competitiveness of micro, small and medium-sized enterprises in employment-relevant sectors. The project organizes interventions along with the needs of the private sector, business member organisations and chambers. It focuses on sectors such as agriculture and manufacturing with returnees, digitalization and gender as cross-cutting topics. The project is organized into three outputs focusing on topics such as the introduction of services by chambers and business membership organisations (BMO), the introduction of qualification and training measures introduced by chambers and business member organisations, and capacity building for public administration.
The Junior Advisor will mainly focus on support in the development of policies related to Agriculture and Rural Development.
Main tasks and responsibilities
The Junior Advisor will be responsible for:
Supporting in advising partner institutions:
- Supporting the project team with strengthening the capacity of public administration to design economic development instruments,
- Supporting in developing strategic and innovative activities to improve the capacities of the partners,
- Supporting the development of policies related to agriculture and rural development,
- Supporting with planning and implementing activities related to farm diversification,
- Actively contributing to the overall and annual planning of the project activities in close consultation with the responsible project manager and project coordinators,
- Supporting the design preparation and implementation of workshops, seminars and other events in coordination with project coordinators and manager,
- Supporting the project manager and project coordinator in drawing up terms of references in selecting and commissioning consultants and supporting them in their assignments,
- Supporting and advising the partners on sector-specific matters as required,
- Ensuring a harmonized presence of GIZ and the project towards the partners,
- Ensuring compliance with GIZ rules and regulations,
- Carrying out specific tasks in connection with knowledge management for the project,
- Following up on the development of new project ideas,
- Ensuring cooperation, regular contact and dialogue with the partners,
- Communicating project interests and initiatives and promoting ideas and information sharing,
- Supporting monitoring in line with the monitoring plan in coordination with project coordinators.
Other Duties/Additional Tasks
- Attending team meetings and contributing to team learning with her/his own experience,
- Performing other tasks at the request of the project leader.
Required qualifications, competences and experience
Qualifications
- University degree in Agroeconomics, Agricultural Economics, Rural Development, or a related field.
Professional experience
- 2 years of professional experience in agriculture and rural development.
- Experience in research in agro-economy, rural development policymaking, or related fields.
Other knowledge, additional competences
- Very good knowledge of English; knowledge of German is an added value,
- Highly motivated, structured and strategic thinking, well organized and independent working style,
- Proficient knowledge of Microsoft Office programs,
- Knowledge about the value of the environment, ecosystem, and biodiversity,
- Service-oriented attitude and interpersonal skills, including adapting communication to different recipients and networking in Kosovo and with the international community,
- Able to establish good and considerate working relationships with all staff in the organization, demonstrating respect for their respective roles and responsibilities,
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
