  1. Project Background:

USAID’s Kosovo Municipal Integrity activity addresses long-standing challenges related to corruption and poor-quality service delivery by the Government of Kosovo by enhancing public financial management (PFM), with a focus on public procurement, and by reinforcing accountability mechanisms both within government and outside of government through civil society, the private sector, and media.

The four objectives of this activity are:

  1. National accountability agencies provide more effective and coordinated financial oversight.
  2. Governments increase use of good practices in budget planning, public procurement, and contract management.
  3. Government advances norms and practices that support internal audit and accountability.
  4. Civil society, media, and the private sector improve the integrity of public and private sector actors in public procurement.

2. Role’s Purpose:

The Deputy Chief of Party (DCOP) provides managerial support and expertise to the program, serves as lead in the absence of the COP, and serves as a significant liaison with USAID/Kosovo, other implementing partners, other donors, and any other key stakeholders. The DCOP will have demonstrated ability to work in complex environments and manage diverse teams to deliver impact.

3. Objectives:

Under the direction of the COP, the DCOP will:

  • Oversee and supervise the Operations team, including Finance, HR, Procurement, Support Fund and Grants;
  • Directly supervise Objective 4 and Communications activities;
  • Serve as acting COP in the absence of the COP,
  • Support the COP in preparation of annual and activity work plans as set forth in the project design, contract, and deliverables schedule;
  • Serve as a senior representative for the project with external stakeholders (ministries, GOK institutions, other projects, and donors, etc.) as required by implementation requirements and agreed upon with the COP;
  • Ensure that project deliverables are of highest quality, delivered on time, and meet specifications as set forth by the client or the COP;
  • Serve as liaison with DAI’s home office on project management; maintain regular communication with home office project team.

4. QUALIFICATIONS:

  • Minimum of 10 years’ management experience on USAID or other donor-funded projects. Experience in governance programming preferred.
  • Familiarity with grant and subcontract systems; including the technical and financial administration of grants and subcontracts
  • Familiarity with monitoring and evaluation and adaptive management systems is an added value
  • Familiarity with financial management is an added value
  • Advanced degree in public administration and or related fields required
  • Advanced proficiency in English

5. REPORTING:

The Deputy Chief of Party will Report to the Chief of Party.
