The Ministry of Health, in collaboration with the Integrated Health Services (IHS) Project, a project funded by the Swiss Agency for Development and Cooperation (SDC) and supported by the Swiss TPH (Swiss Tropical and Public Health Institute) seeks to contract a Senior Expert for public administrations and legal issues to support the Hospital and University Clinical Service of Kosovo.
The Hospital and University Clinical Service of Kosovo (HUCSK) is committed to enhancing its operational efficiency and improving healthcare service delivery. To achieve these goals, HUCSK requires comprehensive support to address various operational, legal and regulatory challenges. The expert’s role is crucial in ensuring that all operations and policies align with current legislation, quality standards, and ethical norms. The expert will handle a wide range of responsibilities encompassing legal and organizational aspects, aiming to increase professionalism, accountability, and overall efficiency within HUCSK and its constituent units.

Senior Expert for public administrations and legal issues to support the Hospital and University Clinical Service of Kosovo
Job summary:
To support HUCSK’s activities and execute the specific tasks detailed below, contributing to the organization's goals of operational efficiency and healthcare service provision.
Key responsibilities:
- Provide advice to the HUCSK Board and General Director of HUCSK addressing their needs and ensuring compliance with relevant laws and regulations.
- Assist in the reorganization and restructuring of HUCSK’s internal organization and personnel structures in accordance with new regulations and public administration legislation, aiming to enhance operational effectiveness and efficiency.
- Drafting guidelines and methodology for reorganization and restructuring of HUCSK administration.
- Support the review and revision of existing Statutes for HUCSK’s constituent units and draft new statutes to ensure they are in full compliance with healthcare legislation and UCCK's Statute.
- Assist in the drafting and implementation of regulations on internal organization for all HUCSK’s constituent units. These regulations will streamline internal operations and ensure adherence to best practices and legal standards.
- Conduct a thorough review and enhancement of job descriptions for HUCSK administrative staff. Align these descriptions with relevant legislation to boost professionalism, accountability, and overall job efficiency.
- Provide targeted guidance, and on-the-job training for the Human Resources Department staff. Focus areas include human resource management processes such as recruitment, disciplinary procedures, personnel planning, performance evaluation, and job classification.
Expected results and deliverables:
- Draft guidelines and methodology for the reorganization and restructuring of HUCSK
administration, in line with relevant laws and regulations.
- Implement the new regulation of HUCSK on internal organization and job systematization.
- Draft the Regulation on internal organizations for all HUCSK’s constituent units.
- Draft statutes for the University Clinical Center of Kosovo, University Dental Clinical Center of Kosovo, and Regional Hospitals.
- Finalize the Stute of the National Institute of Public Health of Kosovo
- Revised job descriptions for HUCSK administrative staff.
- On-the-job trained HR staff on HR procedures.
Requested qualifications:
- Minimum of 12 years of professional experience in/with public administration or projects supporting public administration.
- University degree or combination of education.
- Working experience of at least 12 years.
- Knowledge of relevant legislation related to public administration and healthcare.
- Ability to work within a multidisciplinary team,
- Excellent analytical and reporting skills,
- A team player with good communication and presentation skills
- Fluency in both written and spoken English
Specific Professional Experience:
- At least 6 years’ experience in drafting/implementing/ monitoring of public administration legislation
- At least 4 years’ experience related to improvement of functional organisation of public administration.
- Experience in drafting legal documents such as Statutes, Regulations on internal organization of public health institution;
- Experience in delivering training on human resource management processes including
- Experience in drafting and standardizing job descriptions, classifying, and systematizing job positions
- Demonstrated experience in drafting legal documents such as statutes, regulations, and other subordinate acts related to internal organization and job classification.
- Proven experience in the internal organization of public institutions.
- Master’s degree in law or a field relevant to the task is an added value.
This position is expected to be completed within 6 months – time, starting from June 2024, open only to national professionals.
