Legal Advisor

The overall purpose of the post
The Legal Advisor will support, advice and provide legal expertitse to national institutions related to the development, drafting, and implementation of the regulatory framework for Energy Efficiency (EE) and Small Scale Renewable Energy (SC-RE) solutions in Kosovo.
The Advisor will focus on ensuring alignment with the EU Clean Energy Package and will provide technical and legal support to central-level institutions in adapting key laws, accelerating permitting procedures, and designing compliance mechanisms. The role aims to reduce regulatory uncertainty, increase investor confidence, and foster both private and public investment in EE and SC-RE technologies.
Main tasks and responsibilities
The Advisor performs the following:
- Provide legal and institutional advisory services for the adaptation and implementation of primary and secondary legislation relevant to EE and SC-RE, including but not limited to: Ministry of Economy (ME), Ministry of Environment, Spatial Planning and Infrastructure (MESPI), Kosovo Energy Efficiency Fund (KEEF) and Municipalities.
- Support alignment of national laws with EU energy directives under the Clean Energy Package and Energy Community Treaty obligations.
- Advise on the legal design of permitting procedures for SC-RE investments and certification schemes for EE in buildings.
- Support development of institutional procedures, protocols, and digital tools to improve regulatory compliance and monitoring.
- Facilitat legal and regulatory dialogue between institutions such as MESPI, ME, KEEA, and other relevant public and private sector actors.
- Provide legal quality control and reviewing legislative drafts, strategies, and action plans in collaboration with international and local experts.
- Contribute to organizational development and capacity-building measures that enable institutions to effectively enforce EE and SC-RE regulations.
- Ensure coherence and alignment of the regulatory support activities with the project's objectives, timelines, and monitoring framework.
- Prepare legal briefings, technical reports, and contributions to GIZ internal documentation as required.
- Perform other duties as assigned by project management.
Required qualifications, competencies and experience
Qualifications
- Bachelor (LL.B.) degree in law; specialization in environmental law, energy law, or EU integration is an asset; a Master’s (LL.M.) degree is also an asset.
- Additional training in EU legislative alignment, policy drafting, or institutional reform is an asset.
Professional experience
- At least 5 years of professional experience in legal advisory work, preferably related to environmental, energy, or public sector reforms.
- Experience working with or within government institutions on law-making processes and EU approximation.
- Knowledge of regulatory frameworks in the energy sector and/or infrastructure permitting procedures.
- Prior experience in development cooperation or donor-funded projects is an advantage.
Other knowledge, additional competences
- Fluency in English is required, knowledge of German is an added value.
- Proficient knowledge of Microsoft Office programs.
- Strong communication and interpersonal skills.
- Strong understanding of Kosovo’s legal and institutional context in the energy and environmental sectors.
- High-level of drafting and analytical skills.
- Motivation, integrity, flexibility, and ability to work both independently and as part of a multicultural team.
