Call for expression of interest

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations The project Green and Sustainable Communities – Integrated Waste Management and Circular Economy (Kosovo4Green) financed by the German Federal Ministry for Economic Cooperation and Development, and implemented by GIZ, supports central government and municipalities in their ongoing efforts to modernize waste management and introduce circular waste management approaches in line with the Kosovo Integrated Waste Management Strategy (KIWMS) 2021- 2030 and its two-year Action Plan.

The Kosovo Integrated Waste Management Strategy (hereinafter: the Strategy) provides an approach towards a transition to circular economy, while protecting the public health and reducing environmental impacts from waste. The Strategy addresses current shortfalls and constraints in the waste management sector in Kosovo by providing a set of strategic andspecific objectives. Under the Strategic Objective 4: Promote the values and practices of a Circular Economy, the system transformation is addressed. The Strategy considers the size of municipalities in Kosovo, therefore the quantities of waste, and sets forth the development of reuse and recycling systems.1 Further planning and project development is required in a regional level, before proper maturation of projects will begin. However, with an initial focus on non-regret projects2, the transformation of the waste management system will be a gradual one.

The focus of this assignment will be to mature five stand-alone investment projects for Civic Amenity Centres (CACs) in Dukagjini region, specifically in Peje, Kline, Decan, Istog and Junik municipalities, by developing feasibility studies, architectural concept designs and environmental and social impact assessments (ESIAs) for all five CAC projects, and in this process increase the capacities of the central and local government through a participatory process.

In the efforts to promote investment project envisaged in the Strategy, the GIZ project “Kosovo4Green”
invites qualified consulting companies to submit an expression of interest in

2 Non-regret projects are considered those that not necessarily interfere in the overall waste management system and can be developed as stand-alone projects. developing matured investment packages for five CACs, including feasibility studies, architectural concept designs and ESIAs.

The checklist below provides further information about the conditions and expectations of the GIZ project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI does not necessarily imply that the company will receive an offer for a contract for the assignment to develop a mature investment package for a composting plant.

Based on the outcome of offers, GIZ will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.

REQUEST FOR INFORMATION

  1. Proof of company’s legal status (registration and/or certification documentation, status), company details(name, postal address),date of incorporation within their initial response.
  2. Average annual turnover for the last three fiscal years, at least 150,000 Euros/annually. Please provide reports from the Tax Administration of Kosova.
  3. The number of employees including managing staff at least 3 persons. CVs of the Team Leader and experts should be submitted.
  4. Companies should submit at least three (3) references of comparable services, which includes project maturation products in the area of waste management such as feasibility studies, architectural concept designs and ESIAs that they’ve produced.

In addition, your expressions of interest will be ranked by the technical experience as weighting in below,
the maximum number of candidates is five:

  1. Experience in technical area of waste management – 30%.
  2. Experience in developing Feasibility Studies in Kosovo – 30%.
  3. Experience in developing ESIA reports in Kosovo – 20%.
  4. Experience in developing detailed architectural design in the waste management sector – 20%.

Interested consulting companies are invited to submit expression of interest in English language.

Interested companies are invited to submit their electronic application in English language. The deadline for submitting the application is 21.05.2024 until 15:00h, via email at: [email protected], titled/labelled as 83462457 – Maturation of five Civic Amenity Centers for five municipalities in the Dukagjini region.

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to accept or refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed service providers.
